ATHENS TOWN COUNCIL Regular Session – May 19, 2015 Athens Town Hall The Athens Town Council met in regular session at 7:00 p.m. on Tuesday, May 19, 2015 in the Athens Town Hall. Members present were Carol Bard, Roger Lokay, Timothy Pike, Joseph Manzo, John David Smith, and Lynne White. APPROVAL OF MINUTES The Council approved the May 5, 2015 minutes without objection. CITIZENS INPUT No citizens appeared before Council. EMPLOYEE REPORTS QUARTERLY DEPARTMENTAL REPORTS No Departmental reports given. OLD BUSINESS Ultrasonic Algae Control System – On a motion by Pike, second by White, Council approved the purchase of the Ultrasonic Algae Control System as quoted. This system will be more eco-friendly and less costly than the current system used. Hydrant Testing – Lokay informed Council of the planned testing of the fire hydrants and disseminated a flyer (giving notice to the Town) with the location and dates of the planned testing by the Athens Fire and Rescue. Review of Costs for Billing System – Pike informed Council of the results of his review of the municipal accounting and billing system. Pike stated the charges related to scope of service were in-line with reasonable and customary municipal accounting and billing. NEW BUSINESS Maintenance Crew More Permanent Position – Bard will supply Council with more information regarding the position. Resolution for Purchase of Hodges Property to Enlarge Violet's Way – Appended to previous action the Council reviewed the quote for asphalt and the Town will get an updated quote. Proposed changes to the following Ordinances – Council approved first reading of the following ordinance changes: 405.02 Business Service Fee - $30.00 $45.00 405.03 Out of Town Garbage - $13.50 $16.50 405.04 Special Garbage Pick-up - $35 $45 405.05(B) Building Replacement fee- This $1.50 per month fee will not be collected at the present time. 405.06 Asset Replacement Fee - $1.00 $3.00 per month exclusively for vehicle acquisition and/or building construction. 405.07 Yard/Garage Sale Fee – Added to the end of the first sentence “…excludes Town sponsored yard sale days”. 405.08 Special fees (A) Reservation of Town park Gazebo- $20.00 per day Athens Town Council Minutes 5-19-2015 (B) Bill Reprint Fee $1.00 (C) Fee to Pick-Up Garbage at the Door – Only available to those with handicaps or the elderly. $2.50 per month (D) Dumpster fee $20.00 per month (in addition to the $45.00 per month Business Service Fee). OTHER BUSINESS, MAYORAL REPORTS, COUNCIL MEMBER INPUT Council discussed application of possible raises. White reminded/clarified the change in recycling and yard debris days due to Memorial Day. APPROVAL OF CURRENT BILLS (Action on Accounts) On a motion by Lokay, second by Pike, Council approved the current bills. REMINDER Election – The Town election will be held the second Tuesday in June (June 9, 2015). Early voting started May 26 and will end June 6. This includes two Saturdays, May 30 and June 6. Hydrant Testing – Athens Fire & Rescue will be testing the fire hydrants June 1 – July 4, 2015.
