ATHENS TOWN COUNCIL Regular Session – August 18, 2015 Athens Town Hall The Athens Town Council met in regular session at 7:00 p.m. on Tuesday, August 18, 2015 in the Athens Town Hall. Members present were, Charles Abraham Lilly, Roger Lokay, Lisa Jennings, Jed Nolan, Timothy Pike, John David Smith, and Lynne White. APPROVAL OF MINUTES The Council approved the August 4, 2015, minutes without objection. CITIZENS INPUT No citizens appeared before Council. EMPLOYEE REPORTS QUARTERLY DEPARTMENTAL REPORTS - OFFICE: No Departments appeared before Council. OLD BUSINESS  Standing Committees and Commissions – Mayor Pike will continue to examine committee membership.  Food Truck Request – Pike will direct office staff to ask the person who sought information requesting the food truck to submit a request.  Second and final reading of the proposed changes to the following Ordinances were approved by Council on a motion by White and second by Lilly.  The ordinance changes are as follows: 405.02 Business Service Fee - $30.00 $45.00 405.03 Out of Town Garbage – $13.50 $16.50 405.04 Special Garbage Pick-up - $35 $45 405.05(B) Building Replacement fee- This $1.50 per month fee will not be collected at the present time. 405.06 Asset Replacement Fee - $1.00 $3.00 per month exclusively for vehicle acquisition and/or building construction. 405.07 Yard/Garage Sale Fee – Added to the end of the first sentence “…excludes Town sponsored yard sale days”. 405.08 Special fees (A) Reservation of Town park Gazebo- $20.00 per day (B) Bill Reprint Fee $1.00 (C) Fee to Pick-Up Garbage at the Door – Only available to those with handicaps or the elderly. $2.50 per month (D) Dumpster fee $20.00 per month (in addition to the $45.00 per month Business Service Fee). Athens Town Council Minutes 8-18-2015 NEW BUSINESS  Town Social – Invitation – Council discussed the Town Social including the Town Social history and finances. EXECUTIVE SESSION On a motion by Pike, second by Lilly, Council voted to go into executive session to discuss personnel matters. The executive session began at 7:45 pm. On a motion by White, second by Pike, Council ended the executive session at 8:15 pm. OTHER BUSINESS, MAYORAL REPORTS, COUNCIL MEMBER INPUT APPROVAL OF CURRENT BILLS (Action on Accounts) On a motion by Lokay, second by Nolan, Council approved the current bills.
