ATHENS TOWN COUNCIL Minutes– January 19, 2016 Athens Town Hall The Athens Town Council met in regular session at 7:00 p.m. on Tuesday, January 19, 2016 in the Athens Town Hall. Members present were, Lisa Jennings, Charles Abraham Lilly, Roger Lokay, Jed Nolan, Timothy Pike, John David Smith, and Lynne White. APPROVAL OF MINUTES: On a motion by Lokay second by Nolan, Council approved the Minutes of January 5, 2016 without objection. CITIZENS INPUT: Mr. Josh Oliver appeared before Council to discuss the potential changes to the street name for the addition of Wellswood (road veering to the right). Oliver reported to Council that he gained consensus from the those living in this addition (in addition to Oliver, seven other neighbors) to name the road Alyssa Lane. The name serves to recognize the plight of a strong young girl who resided in the addition. EMPLOYEE REPORTS QUARTERLY DEPARTMENTAL REPORTS – C.T. Lowe presented to Council the Public Safety report, which is attached. Included in the discussion, Lowe will coordinate a meeting to discuss town surveillance cameras (Lowe, John Spencer, Pike, and Lilly. Public Safety committee will meet 2-2-2016 to discuss supplemental staffing, new car, planning, and other public safety issues. OLD BUSINESS:  Progress, Recommendations, and Appointments of Committees – Pike will discuss mayoral appointments and suggestion at a future meeting.  Wells Wood Street Name and Number Changes – See “Citizen Input” above.  Web Site Design and Budget – On a motion by Lilly second by White, Council agreed to appropriate $1,100 for website design, along with maintenance for one year. NEW BUSINESS:  Vote on Memorandum of Understanding between Athens and those participating in the Region I Regional Hazard Mitigation Plan – On a motion by Nolan, second by Jennings Council approved the Memorandum of Understanding between Athens and those participating in the Region I Regional Hazard Mitigation Plan. OTHER BUSINESS, MAYORAL REPORTS, COUNCIL MEMBER INPUT: Athens Town Council Minutes 1-16-2016 APPROVAL OF CURRENT BILLS (Action on Accounts): On a motion by Lokay, second by Jennings, Council approved the current bills.
