Atlanta Gas Light Encroachment Agreement for Main Interceptor Project
Department: Augusta Utilities Department

Background: The Main Interceptor Upgrade is currently under
construction. It was discovered that the sanitary sewer
pipeline would be crossing one of Atlanta Gas Light's
pipelines and an encroachment agreement would be needed
to do so.
Analysis: Atlanta Gas Light has agreed to enter into an encroachment
agreement with Augusta for the Main Interceptor crossing.
Financial Impact: N/A

Award Change Order for Department of Transportation I-520/I-20 Interchange project. GDOT

Department: Augusta Utilities Department
caption2: Approve award for changes in estimated cost in the amount
of $296,522.00 to Georgia Department of Transportation in
order to incorporate changes in material costs between
estimate and award of final bid.
Background: The I-520/I-20 interchange project requires the relocation
and upgrade of more than 10,000 linear feet of water lines of
various sizes. In addition, we will need to relocate 460 linear
feet of sanitary sewer lines with six new manholes. There are
80 manholes which will require grade changes in order to be
accessible for future maintenance.
Analysis: Based on AUD's analysis of current material costs and labor
charges, the cost change is in line with current standards. The
lines must be moved in order to gain access for future
development and to replace with higher quality materials
than were available when some of the lines were originally
installed.
Financial Impact: The change order for this project $296,522.00. These funds
are available from the following accounts:
Alternatives: 1. Reject proposal which might delay the construction of the
new interchange. 2. Approve Proposal for Additional funds
to complete the project as designed.
Recommendation: It is recommended to award the Additional funds in the
amount of $296,522.00

Award construction contract for Augusta Utilities Department project 10208 Fairington 12” water
main project.

Background: The Fairington 12” water main project is location in the
vicinity of Windsor Spring Rd. in Augusta Richmond
County, Georgia. The project will provide an additional
water main supply to the southern portion of the city’s
infrastructure to satisfy the demands of the growth in
Augusta. The project entails approximately 4,000 linear feet
of 12” water main that will service that portion of the city
and increase the existing service feeds that are already under
strain of high demands. The main will be constructed by
connecting to the existing main located at the Tobacco Rd.
water tank and travel a course through Kevin Street located
in the Town & Country Subdivision and tie in to the existing
12” water main on the property of Augusta Richmond
County Board of Education where it will terminate at the
limits of the property of Augusta Richmond County Board of
Education.
Analysis: Blair Construction Co. submitted an acceptable bid package
and was the lowest bidder who was qualified. The staff of the
utilities department met with the design engineering firm,
Southern Partners, Inc. for the bid tabulations and it was
recommended that the award go to Blair Construction Co.
Financial Impact: The bid submitted for this project was $322,381.36. These

Award Contract for Augusta Elevator Service Contract

Background: This contract is for regular preventative maintenance on the
elevators at the MunicipalBuilding (hydraulic elevators),
LEC and CBWDC. The maintenance contract for the traction
elevators in the MunicipalBuilding was already awarded to
this firm as part of the contract to modernize those units.
There will be additional costs outside these amounts at an
hourly rate covered under the contract.
Analysis: Staff has thoroughly reviewed the qualifications, references
and materials submitted by the firm submitting bids on Bid
Item #07-164. We have determined that they meet the
qualifications and have complied with the terms of the RFB.
The cost is a savings over the current contract for FY 2007.
The maintenance contract for the traction elevators in the
Municipal Building was already awarded to this firm as part
of the contract to modernize those units. That work will
begin in January.
Financial Impact: The cost of the contract for FY 2008 is $1895, plus
additional services at the agreed hourly rate. The contract
costs are covered under the General Fund operating budgets
for these facilities.
Alternatives: 1. Approve the award of the contract for Elevator

Fort Gordon Staffing Request
Department: Utilities

maintaining the Fort Gordon water and sewer system.
Background:
On November 1st, 2007, the Defense Energy Support Center
(DESC) issued a notice to proceed to the City of Augusta for
the operation and maintenance takeover of the FortGordon
water and sewer system. According to the contract signed
between Augusta and DESC, the city has 120 days from the
notice to proceed date in which to assume full operation of
the water and sewer system. In the contract proposal AUD
set forth the need for twelve full time positions as follows:
Operations Manager – 1, Civil Engineer III - 1, CMMS
Manager – 1, Lab Technician – 1, Utility Supervisor – 1,
Utility Foreman – 1, Heavy Equipment Operator – 1, Utility
Worker – 4, and Senior Technician – 1. The original staffing
positions placed in the proposal were based on the personnel
needed to perform the required work, the personnel cost was
one of the components in establishing the Operations &
Maintenance (O&M) budget in which AUD is to receive a
monthly payment from DESC for compensation of expenses.
More reflection on the specific positions needed has resulted
in the same number of positions but with some changes in
position titles. Considering the major responsibility
associated with the general overseer of the FortGordon
operations, we have changed the title of the Operations
Manager position to Superintendent of Operations – Pay
Grade 57. Also, it is the desire of AUD to streamline the
renewal and replacement project costs by having a project
engineer on staff to oversee all of the replacement
projects. Therefore, the Civil Engineer III position has been
replaced with Design Engineer I – Fort Gordon Technical
Lead – Pay Grade 56. All of the remaining positions remain
the same as originally proposed, however, it is the intent of

AUD to hire the Superintendent of Operations first and allow
this individual to be a integral part of assembling the
FortGordon employees group. This may entail adjustment of
some current proposed job titles, in which case AUD will
return with another agenda item at a later date with the
proposed changes. All of the job descriptions of the current
proposed positions are attached to this agenda item.
Analysis: The contract between the City of Augusta and DESC allows
for the city to be compensated for the cost associated with the
staffing for the Fort Gordon operations. The approval of this
item will allow for AUD to add the twelve new positions to
the existing organizational structure and allow for the time
needed to begin hiring and putting in place the employee
group that will maintain the Fort Gordon water and sewer
system.
Financial Impact: The anticipated annual budget, including benefits, for the
proposed twelve positions is $488,264. AUD will be
compensated for this expense per the contract between the
city and DESC.
Alternatives: None Recommended.
Recommendation: It is recommended to approve the addition of twelve
positions to the AUD organizational structure for the purpose
of operating and maintaining the Fort Gordon water and
sewer system.
