Approve agreement with Georgia Department of Natural Resources Environmental Protection Division permit to use groundwater within the state of Georgia in accordance with the Provisions of the Groundwater Use Act, (O.C.G.A § 12-5-90 et seq.) as amended, and the Rules and Regulations for Groundwater Use, Chapter 391-3-2. 2. Approve Award of Bid #25-193A for the construction of the Highland Avenue Water Treatment Plant’s Filter Modification Phase 2 to Rehab Construction Company, Inc. 3. Motion to approve increase in program funding to RFQ #23-263: Task Order Program (2023) for Water and Sewer Infrastructure for the Utilities Department in the amount of $4,000,000.00 for execution by qualified and preselected contractors. 4. Approve Change Order for SmartWorks Implementation (25AUA190) 5. Recommend award of Bid 25-184 for replacing AC units at Highland Water Treatment Plant to Contract Management. 6. Approve Engineering Services Contract with Ardurra Group, Inc. for Engineering Support Services (RFQ 24-132) 7. Recommend approval of Bid 25-182 for Upgrading Generator Controls for Both Surface water treatment plants to Cummins Inc. 8. Approve Amendment to the Contract with ESG Operations, Inc. for the Operation of Water Pollution Control Facilities for 2026 (RFP 09-154). 9. Approve One Year Renewal of enQuesta for AUD 10. Approve Survey and Document Archive Effort on the Savannah River 11. Sole Source for Lord and Company to help keep Scada in Compliance with Cyber Security 12. Approve Supplement funding (SA6) for Engineering Final Design Phase of the Design Consultant Services Agreement to CHA in the amount of $180,782.01 for the Willis Foreman Improvement Project. 18ENG546 AE/ RFQ 17-265 13. Approve supplemental (SA) funding for various Tasks including utilities coordination under Final Design Phase of the Engineering Consultant Agreement to WK Dickson & Co., Inc. (Ardurra Company) in the amount of $65,040.00 for Wilkinson Garden Area Roadway Drainage Improvements. AE/RFQ 07-114 - P164761 14. Approve the purchase through a sole source procurement for the AMCS Platform (web-based technology) for Augusta Residential Waste Collection Services management. Also approve  funds in the amount of $171,670.00 for this service annual usage with 3% annual adjustment. AMCS Platform use initial term will be five (5) years/ AE 15. Approve and authorize Augusta Engineering accepting no-cost time extension to Georgia Environmental Protection Division (EPD) Section 319(h) FY21 Grant – Element 12 Phase 2 Biota Implementation in an Urban Stream through Aquatic Habitat Restoration and authorize mayor to execute associated documents. / AE 16. Approve Additional Funds for Asphalt Contract - Blair Construction (ITB 22-178). 17. Approve No-Cost Time Extension for GA EPD Seed Grant on Real-Time Pond Controls 18. Sole Source for Englewood Electric Medium Voltage Circuit Protectors 19. Approve entering into an agreement with CSX Transportation, Inc. stating that Augusta, GA will pay for the Preliminary Engineering and Review for the Barton Chapel Road (Deans Bridge Rd. to Augusta West Pkwy) Safety and Operational Improvements Project in accordance with the estimate $52,500.00. Also, approve the Agreement & associated documents to be executed by the Augusta, GA Legal Counsel and the Mayor. /AE 20. Approve procuring landfill equipment listed at attached Exhibit A at “lease-to-own” terms for continuity of Environmental Services Waste Intake Operation and keep Solid Waste Facility in compliance with its regulatory permit Operation & Maintenance requirements. Lease term is forty-eight (48) months. /AE 21. Authorize and approve agreement with Georgia Power (GP) for construction of street lights for Mason McKnight Pkwy, Richmond Estate, Nixon Rd Subdivision, Highgate Subdivision (GP proposals attached). Also, Approve funds in amount of $225,863.67 for these streetlights construction./ AE 22. Approve Emergency PO to Ferguson For Critical On-Site Spare Parts for 36" Water Line & Fittings ($50,658.12) 23. Approve Purchase Number P490965 to Consolidated Pipe & Supply for Large Water Meters totaling $99,850 24. Approve supplement funds (SA2) for Construction Contract supplement to E R Snell Contactor, Inc. in the amount of $4,000,000.00 for water & Sanitary sewer subsurface utilities construction conflicts resolution for Transportation Investment Act (TIA) Project, Broad Street Improvements Project. Also, approve adding $800,000 to the project Force Account for roadway improvements constructability other unforeseen conditions resolution. This funding is critical for continuity of in progress construction without delays. AE/ RFQ 22-167 (23ENG272) 25. Approve Jefferson Energy Cooperative (JEC) Franchise Agreement to place and use their facilities in Augusta, Georgia Right-of-Way. Also authorized Augusta, GA Mayor to process and execute all associated documents with consultation of Augusta Legal Counsel. /AE 26. Approve & Award RFP 25-241A-“On-Call Professional Services for Engineering and Field Design, small to Medium Scale Maintenance Task Design, Regulatory Periodic Inspection Compliance, Structural Inspection & Investigations, and Construction Miscellaneous Support” Services (CEI Services) Contract to Goodwyn Mills Cawood, LLC (GMC), subject to receipt of signed contract and proper insurance documents. The Contract is for three years with renewal option of two additional years. AE/25-241A 27. Approve Final Funds for AUD Asphalt Contract ITB 22-178 for Blair Construction $102,897.82 (22AUA122). 28. Approve proposal to enter a Professional Services Contract with Ardurra Group, Inc. to provide engineering design, bid phase, and construction administration services for the repair of Highland Avenue Water Treatment Plant East Filter Building in the amount of $595,000.00. Ardurra is a pre-qualified Engineering RFQ 24-132. 29. Approve proposal to enter into a professional services contract with Goodwyn Mills Caywood, LLC (GMC) to provide engineering design to develop solutions that will alleviate the issues with stormwater conveyance and sanitary system infiltration and inflow along the Ellis Street corridor between Eve Street and Metcalf Street. in the amount of $201,000.00. GMC is a pre- qualified engineering consulting firm (RFQ 24-132) 30. Bid #25-238 for Ground Water Plant Generators for Hi-Tech Power Systems Inc. 31. Motion to approve the minutes of the October 28, 2025 Engineering Services Committee Meeting. 32. Mr. Chris Fisher/Mr. Travis Hitchcock- Coastal Waste and Recycling with an update on the progress in the recycling program sign-up.
