The Board may go into a closed session as permitted by the Texas Open Meetings Act, (Chapter 551 of the
Texas Government Code) regarding any item on this agenda.
Consent
1. Approve the meeting minutes of the August 8, 2019 and August 22, 2019 board meetings of the Austin
Housing Finance Corporation.
2. Authorize negotiation and execution of a one-year service agreement with the City to manage and
operate various housing programs on the City's behalf during Fiscal Year 2019-2020, which will be
funded by United States Department of Housing and Urban Development and local housing funds in an
amount not to exceed $81,914,403.
3. Authorize negotiation and execution of two year contracts with three one-year extension options for a
total five-year amount not to exceed $1,250,000.00 divided among the contractors Birch Contruction,
LLC; On-Call Management Services, INC.; and Valdez Remodeling & Weatherization, INC.; or one or
more of the other qualified responders for the Solicitation No. IFB7200AHFC19002, which relates to
the Austin Housing Finance Corporation’s Private Lateral Program
(Note: This contract is exempt from the City Code Chapter 2-9A Minority Owned and Women Owned
Business Enterprise Procurement Program; therefore, no subcontracting goals were established).
4. Authorize negotiation and execution of two year contracts with three one-year extension options for a
total five-year amount not to exceed $10,000,000 divided among the contractors: Valdez Remodeling
and Weatherization, INC.; On-call Management Services, INC,; Basic IDIQ Inc; Birch Construction,
LLC; and Garcia J Contractos, Inc.; or one or more of the other qualified responders for the Solicitation
No. CSP7200AHFC19001, which relates to the Austin Housing Finance Corporation’s Job Order
Contracting for Residential Structures Program.
(Note: This contract is exempt from the City Code Chapter 2-9A Minority Owned and Women Owned
Business Enterprise Procurement Program; therefore, no subcontracting goals were established).
5. Authorize negotiation and execution of a one-year contract with the Housing Authority of the City of
Austin to fund and administer the Tenant-Based Rental Assistance program, which provides housing
opportunities through subsidies to homeless families, in an amount not to exceed $508,411.
6. Authorize the negotiation and execution of a one-year contract with the HOUSING AUTHORITY OF
THE CITY OF AUSTIN to fund and administer the Homeless Assistance/Tenant-Based Rental
Assistance Program, which provides housing opportunities through subsidies to individuals experiencing
homelessness, in an amount not to exceed $626,954.
7. Authorize negotiation and execution of a contract with the Ending Community Homelessness Coalition,
Inc. to fund and administer the Low Barrier Permanent Supportive Housing Voucher Program, which
provides housing subsidies to homeless individuals, in an amount not to exceed $950,000.
8. Authorize negotiation and execution of a one-year contract with the Austin Area Urban League, Inc. to
fund and administer the Minor Home Repair Program which provides home repairs through federal grant
to homeowners in an amount not to exceed $900,000.
