CITY CLERK: Government Code Section 54952.3: The members of the City Council, Successor Agency and Housing Authority are entitled to receive a total of $300.00 per month as a result of being elected to the City Council. They receive no other compensation for sitting as a member of Successor Agency and Housing Authority. Also if, city council as individuals would like to write letters of support they are accepted. These bills are on the League of Cities watch list, they don’t have any official position of yes or no most likely it is to remain neutral. Also, to show of transparency Assemblyman Ruby Salas wanted to let the City of Avenal as well as other cities of his legislation. As a note of interest AB1374 Biodiesel Fuel Tax that has been held by request of the sponsor. After a brief discussion, the following action was taken: A motion made by Mayor Pro Tem Ovalle to approve various Letters of Support from Assemblyman Rudy Salas and seconded by Councilmember Woolley and carried. PUBLIC COMMENT/ANNOUNCEMENTS & UNSCHEDULED APPEARANCES: William Munoz, Assemblyman Ruby Salas announced that on behalf of the Hanford Chamber of Commerce they are currently looking for Homecoming representatives from the City of Avenal. There is still a week left for anyone who would like to submit a nomination. The criteria at least 50 and reside in Avenal for 30 years and any question contact Hanford Chamber of Commerce. ACTIVITY REPORTS/SPECIAL PRESENTATIONS AND COMMITTEE REPORTS: A. Activity Reports: 1) Public Works/Building/Code Enforcement/Animal Control Departments Activity Report: Scott Davis, (Acting) Public Works Director; Scott Davis, (Acting) Public Works Director reported the following : 1) Building Department; 2) Code Enforcement; 3) Park & Landscaping; 4) Street; 5) Water Distribution; 6) Waste Water Collection; and, 7) Vehicle, Equipment, & Building Maintenance. 2) Community Development/Planning Activity Report: Fernando Santillan, Community/Economic Development Director; Fernando Santillan, Community/Economic Development Director; 1) On March 28, we launched our first ever Web Development class at the Tech Center and on March 30 began the Entrepreneurship class. We received a very good response from the community. About 30 people signed up for each class and we had to wait list some students because we only had space for 24. Initially, we had limited the classes to 20 students but we increased the class size to accommodate as many students as possible. Many thanks to our newest staff member Antony Lopez for his role in making sure that the community was made aware of these valuable classes; 2) Continuing work on the basketball court improvement project. Public Works has installed the new basketball goals and painted the existing light poles near the court. The next step is to order and install the bleachers on the south side of the court as well as the ball containment nets on the east and west ends of the court. The LED lights will be installed by the Staples Energy as soon as the lights come in from production, hopefully before the end of April; 3) The Spring 2017 E-Waste and Tire Collection event was a success and we collected a large amount of waste tires, old appliances, and electronic equipment that will now be recycled. We are planning on applying for another grant to continue these events in the future; 4) We have coordinated the LED lighting retrofits of City Hall, Scout House and the Recreation Center to help the City cut down on our electricity costs. The next buildings to be retrofitted through the PGE/SJVCEO grant will be the Veterans Hall, Theater, Animal Shelter, and Public Works Yard. We are also coordinating energy audits for the Police Department, Waste Water Treatment Plant, and Water Treatment Plant; 5) The 18” Water Transmission Line Replacement project continues to move forward. We submitted the technical memo prepared by Summers Engineering which was accepted and approved by the State Water Resources Board and are now working on the first phase of the plan development and the environmental review; 6) Tire Derived Product Grant Project was completed in March, which included a new rubberized walking path at Rice Park, the installation of rubber mulch at both Rice Park playgrounds, and the installation of rubberized tree well landscaping mulch on Kings Street. If you haven’t had an opportunity to take a look at the outcome of those projects, we encourage you to do so as we have received very good feedback from the community; 7) Along with the City Manager’s office, met with Angie Dow from KART to discuss progress on Avenal Transit Hub. Copies of the draft bid documents and improvement plans have been received and will be Joint Meeting City Council/Successor Agency/Housing Authority April 13, 2017 Page 3 of 7 reviewed with Melissa as well as with Summers Engineering; 8) Continued working with PRs Donuts on finding a new location for their business. They have moved forward on receiving construction cost estimates that will help them secure a loan for the new building; 9) We are in the process of reviewing an internal draft Economic Development Strategy submitted to staff by Placeworks, our consultant on the General Plan Update project. Once we complete the initial review, we will have public workshops to provide the public with opportunities for public comment; 10) Continued to assist brokers, developers, and site selectors on questions relating to commercial real estate development in Avenal; 11) The next Parent Technology Education class is on April 13th at 6:00 pm at the Technology Training Center. Diana Enriquez is teaching the class and will be covering a variety of topics of interest to the students; 12) Completed two Site Plan Reviews, including a plan for a new church building at the corner of Stanislaus and Central Ave; 13) Received revised improvement plans for Tract 836 and will be reviewing those with Summers Engineering in the near future. Also met with Panda Koala to discuss status and progress on their existing Cielito Lindo #2 development; 14) Our housing program has kept us busy over the last several months with potential foreclosures, tax sales, subordination requests, and reconveyance; 15) Held a Trails Committee meeting on April 11 to discuss trail options and grant opportunities. We are still pending updates from Chevron regarding their properties; and, 16) Planning a call with UC Davis researchers to discuss preliminary results from a study they conducted that would address alternative transit options such as car-share programs in the San Joaquin Valley and how they may apply to Avenal. Will report on the results of the call and any potential items that may be beneficial to consider. Mayor Preciado would like Mr. Santillan to mention a little about a church on Stanislaus and Central. Mr. Santillan mentioned that is the Bethel Temple Assembly of God. They have a little tiny building there right now it is in a residential area and received a CUP back in the 80’s to be able to build the church and they have a small parking lot. They have purposed to demolish the main church down fully pave parking lot and demolish storage building with porch to make a total of 21 parking stalls. Staff approved site plan with revised parking standard and waiting for permits to be pulled. B. Special Presentations/Requests: 1) None. PUBLIC HEARING(s): 1) None. Councilmember Moreno joined the meeting at 6:23 p.m. OLD BUSINESS: A. Consider Extending Local Water Emergency - Declared on February 27, 2014: Ms. Whitten announced that the Bureau of Reclamation informed her that they have allotted 100 percent year, which means 3,500 acre feet of water. This means unrestricted, except for the State of California; who lifted the mandate on water conservation to some counties, unfortunately we haven’t lifted that for Kings County. Staff has provided to the City Council with a draft Resolution to amend water measure due to the excellent job our community has done to conserve water. There if you don’t use the water it affect our historic water use. She asking the City Council renewing the declared emergency until, which time the Governor raises determinates the mandate. If the City Council would like to look at amending conservation measures. Mayor Preciado mentioned that the City of Coalinga went form Phase III to Phase II and allow community members water three days. They also received 100 percent water allocation. He commended the community for conserving water. Ms. Whitten mentioned that at Phase II allowed three days of watering there was your odd and even two days a week. Also, odd and even could water on Sunday; which was removed in 2015 due to the continued drought. She recommends allowing car washes for fundraisers, water slides and water activities for the public. This affected the Recreation Department because they had to adhere to the mandates. The City of Avenal will always be under water conservation because are contract is from the Bureau of Reclamation. She has drafted a Resolution with Attachment A. After a brief discussion the following action was taken: RESOLUTION NO. 2017-20: A RESOLUTION OF THE CITY COUNCIL AVENAL AMENDING PHASE III WATER CONSERVATION MEASURE ADOPTED IN SEPTEMBER 2017 was adopted on a motion by Councilmember Woolley and seconded by Councilman Gravelle and carried. Joint Meeting City Council/Successor Agency/Housing Authority April 13, 2017 Page 4 of 7 Roll Call Vote: AYES: Woolley, Gravelle, Ovalle, Moreno, Preciado. Staff is requesting by motion, approval of the ongoing Local Emergency Declaration and drought conditions as they continue to exist; therefore, Staff recommends that the Local Emergency Declaration be renewed/extended for 14 days and reviewed again at the April 27, 2017 City Council meeting. A motioned made by Councilman Gravelle to approve the Local Emergency Declaration be renewed/extended for 14 days and reviewed again at the April 27, 2017 City Council meeting seconded by Mayor Pro Tem Ovalle. Consider Extending Local Emergency Due to Flooding Conditions - Declared on March 9, 2017: Staff is requesting by motion, approval of the ongoing Local Emergency Due to Flooding Conditions as they continue to exist; therefore, Staff recommends that the Local Emergency Declaration be renewed/extended for 14 days and reviewed again at the April 27, 2017 City Council meeting. Consider Entering into an Agreement with PYRO Spectacular: Shelia Verdugo, Recreation Supervisor reported that Staff has received the Pyrotechnic Proposal from Mark Silveira, Producer and District Manager of PYRO Spectaculars. He indicated that in order for the Recreation Department to move forward with the June 24th, 2017, Independence Fireworks Display, the City would need to enter into a contract, which includes a deposit of $5,250.00 to be made by April 19th, 2017. She continues that to date fundraising efforts and sponsorship have produced a total of $2,769.14 with our goal being $10,500. Additional funding is expected to come in between now and the final payment date of June 30th. Fundraiser resources are not as easily accessible, however staff remains hopeful that other funding opportunities will arise. Staff recommends by Resolution, authorize City Manager to enter into an agreement with PYRO Spectaculars in an amount not to exceed $10,500.00. RESOLUYION NO. 2017-21: A RESOLUTION OF THE AVENAL CITY COUNCIL OF THE CITY OF AVENAL AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH PYRO SPECTACULARS FOR THE INDEPENDENCE DAY CELEBRATION AND FIREWORKS DISPLAY ON JUNE 24, 2017 was adopted on a motion by Mayor Pro Tem Ovalle and seconded by Councilman Gravelle and carried. Joint Meeting City Council/Successor Agency/Housing Authority April 13, 2017 Page 5 of 7 Roll Call Vote: AYES: Ovalle, Gravelle, Moreno, Woolley, Preciado. Consider Request for Approval of Out-of-State Travel: Ronald Brumley, Utilities Supervisor reported would like to attend two Out of State Water/Wastewater Conferences. The California Rural Water Association Expo, held in Lake Tahoe, Nevada April 24-27, 2017 and the 32nd Annual Tri-State Seminar which will be held in Las Vegas, Nevada September 26-28, 2017. These conferences will enable him to attend a variety of sessions that are directly applicable to work and allow networking with a variety of experts and colleagues form the tri state area. He would also like to take Arturo Mora from Public Works because they use the tools and he can also network with other experts. Here is an estimated cost breakdown of what each conference would cost: California Rural Water Association EXPO: Registration- $425 for members Hotel- $268 for 3 nights Per Diem- $92 for 4 days, breakfast and lunch provided in registration fee Travel- $0/fuel Total- $785, per person Funds are budgeted in 15.15100-661, current balance is $2,322, Public works 14.14100/661, current balance $4,229.66 Tri-State Seminar Registration- $95 Hotel- $300 for 3 nights (Estimate) Per Diem- $168 for 4 days Travel- $0/fuel Total- $563 (Estimate) per person Anticipated budget for 2017/18 in 15.15100-661 to be $3,000. Public works anticipated budget for 17/18 is $6,000 After a brief discussion, the following action was taken: A motion was made by Councilmember Moreno to approve Out of State travel and seconded by Councilmember Woolley and carried. CORRESPONDENCE/ANNOUNCEMENTS/CLOSING COMMENTS: Councilmember Woolley commented the following: 1) she spent 3-days in Monterey to learn about how transportation is funded and good conference; and, 2) she worked at the Easter Extravaganza. Councilmember Moreno commented the following: 1) she thinks it will be a hot summers and glad we approved waterslides, because we’re all going to need it. Mayor Pro Tem Ovalle commented the following: 1) he attended a water conference, it was very interesting to hear the history on water. The Los Angles area and San Francisco how almost a century ago; saw the need, for another source of water and that when they started to make plans and actually execute for an alternative source beside underground water source. Now, 100 year are reaping the benefits, which is what the valley has lacked more so in Joint Meeting City Council/Successor Agency/Housing Authority April 13, 2017 Page 6 of 7 storage. This water will be up in coming filed for the future; and, 2) he helped with Easter Extravaganza bicycle section. Melissa Whitten, City Manager commented the following: 1) she reported that George Anderson, Landfill Supervisor apologies could not be here, because his daughter is giving birth to a baby tonight. Mr. Anderson wanted to let the City Council and public to know over the two weekends of Cleanup Day there were 207 vehicles that went through and over 89-tons of garbage. Mr. Anderson, thanked the community; 2) she was at the Easter egg Extravaganza was lots of fun and great event; 3) City Hall is Closed for Good Friday; and, 4) Pet Vaccination clinic will be May 17, 2017 from 5-7 p.m. at Rice Park; and, 4) She gave a presentation at Mr. Beil class at Avenal Continuation School and gave students boxing club key ring they appreciated. Also, took three historic pictures of Avenal and the student were amazed. Mayor Preciado commented on the following: 1) he introduced Rey Leon, Mayor of the City of Huron. Ray Leon reported that at the water conference took him on a plant tour the poop to potable water. They turned them to potable water and he had a drink some water. He is also, see the amazing boxing program in Avenal and now working with Manuel Lopez to do boxing program in Huron. Mayor Preciado continues with 2) Easter Extravaganza; 3) He will attend a meeting in Fresno; and, 4) attended the Well’s conference.
