CITY OF AVENAL SPECIAL JOINT MEETING OF THE AVENAL CITY COUNCIL/SUCCESSOR AGENCY THURSDAY, JULY 26, 2018; 4:30 P.M. AVENAL CITY HALL, 919 SKYLINE BLVD.; AVENAL, CA 93204 MINUTES Mayor Preciado called the meeting to order at 4:36 p.m. Staff Present: Whitten, Ortiz, Perkins. Legal Counsel: Via telephone Michael Farley ROLL CALL: Councilman Gravelle, Councilmember Woolley, Mayor Pro Tem Ovalle, Mayor Preciado. CITY CLERK: Government Code Section 54952.3: The members of the City Council, Successor Agency and Housing Authority are entitled to receive a total of $300.00 per month as a result of being elected to the City Council. They receive no other compensation for sitting as a member of Successor Agency and Housing Authority. PUBLIC COMMENT/ANNOUNCEMENTS & UNSCHEDULED APPEARANCES: No Public Comments. The Council went into Closed Session at 4:37 p.m. CLOSED SESSION: (City/Successor Agency): A. PENDING LITIGATION (Government Code§ 54956.9). (City Attorney participating by telephone). It is the intention of this governing body to meet in closed-session concerning: Conference with legal counsel - Deciding whether or not basis exists for closed-session for anticipated litigation (Government Code§ 54956.9(d) (3)). Number of potential cases is: 1 The meeting reopened at 4:55 p.m. with no action out of Closed Session. NEW BUSINESS: A. Consider Direction RE: Filling City Council Vacant Seat: Melissa Whitten, City Manager stated that there is a vacancy on the City Council. Staff is requesting direction as how City Council would like vacancy filled, weather to filling vacancy by appointment or elections. A motion was made by Councilmember Woolley to direct Staff to advertise for City Council vacancy, seconded by Mayor Pro Tem Ovalle and carried. Roll Call Vote: AYES: Woolley, Ovalle, Gravelle, Preciado. NOES: None. ABSENT: None. ABSTAIN: None. Ms. Whitten mentioned that there is only a 60-day grace period. Also, there will be a special City Council meeting that will need to be scheduled. Special Joint Meeting City Council/Successor Agency July 26, 2018 Page 2 of 2 CORRESPONDENCE/ANNOUNCEMENTS/CLOSING COMMENTS: Maria Ortiz, City Clerk commented the following: 1) she informed the Council, that are attending the Annual Conference - League of California Cities in Long Beach; that when staying at their hotel will need to provide a credit card due to they do not use authorization forms where the City would cover cost.
