CITY CLERK: Government Code Section 54952.3: The members of the City Council, Successor Agency and Housing Authority are entitled to receive a total of $300.00 per month as a result of being elected to the City Council. They receive no other compensation for sitting as a member of Successor Agency and Housing Authority. Ms. Whitten reported the following; 1) Louisa is out for couple of days. 2) Movie night: “Ant Man”, “The Lego Ninjago Movie”, “I Can Only Imagine” and “A Wrinkle in Time”; 3) July 6 - Kidz Spot Movie Day @ the Theater; 4) July 6 - Emily's Lego Creations; and, 5) Upcoming: July 13 - Farmers Market, July 16 -20 – P.A.T.Y. Studio Summer Workshops begin, and July 21 - P.A.T.Y. Studio Open House Festival. Kings Street will be closed off for bounce houses, a dance showcase, games, and other activities to promote the next dance season at the Theater. 3) Community Development/Planning Activity Report: Fernando Santillan, Community/Economic Development Director; Fernando Santillan, Community/Economic Development Director, reported the following: 1) Contractors for Rice Park Restrooms project; 2) Community Center project ; 3) Caltrans Active Transportation Grant application for pedestrian improvements; 4) Water Transmission Pipeline project; 5) Entrepreneurship classes; 6) Possible partnership with the Small Business Development Center based at Clovis Community College to provide pre-launch business planning to local residents as part of our entrepreneurship curriculum; 7) The ReLeaf Grant continues; 8) Joint Meeting City Council/Successor Agency June 28, 2018 Page 3 of 5 PetSmart grant of $18,000 for a part-time Animal Shelter Technician; 8) Full-day monitoring (Audit) of the Arroyo Del Camino Apartments; and, 9) Wonderful Community Grants Program Applications are due August 31st. 4) Avenal Police Department Activity Report: Russell Stivers, Chief of Police. Assistant Chief LaBlue reported the following: 1) Child porn investigation leads to felony arrest; 2) AR-15 firearm located, suspect arrested; 3) Suspect damages video surveillance system; 4) Alleged attempts to stab victim; 5) Child molestation investigation leads to arrest; 6) Senior Officer Storm concluded her term as JSO; 7) Avenal PD shift change on July 9th • Boxing club had new flooring installed by Public Works. Public Works did an outstanding job and we could not be happier with the flooring project. Special thanks to Ernie, Mario, Fred and Raul; 8) Working with Scott and Rob to get bids to update the East Wing; 9) Explorers will be attending the Law Enforcement Explorer Academy in San Diego at the end of July; and, 10) PAL boxers brought home title belts from a competition in Riverside County. B. Special Presentations/Requests: 1) Mid Valley Disposal Award Presentation – Recycler of the Year: Ivette Rodriguez. Ms. Ortiz stated that due to scheduling conflict this presentation will be moved to the next meeting. 2) Champion’s Short Presentation – Crystal Hernandez, Psy. D - Executive Director. Crystal Hernandez, Psy. D - Executive Director, reported the following: 1) introduced Amanda Perez, who works at the Champions Center; 2) they have served 342 as of September, not only because they get in trouble, but because they need help, support, guidance and are looking to improve their quality of life; 3) Also, Champions are happy to work with city staff at many events; 4) created a new maintenance crew; and 5) a 15-minute video showing the concept of how can we show the beautiful things that happen in Avenal and at the Champion’s Center. Ms. Whitten and the City Council thanked Ms. Hernandez for the video. PUBLIC HEARING(s): A. None. OLD BUSINESS: A. None. NEW BUSINESS: A. Consider Agreement with FBFCO and HJS Engineering for Design, Drafting, and Engineering Services for the Avenal Community Sports and Recreation Center: Fernando Santillan, Community Development Director, stated the City of Avenal was awarded a $1.5 million CDBG grant to build a Community Center by the end of 2019. Prior to using the grant funds to hire a contractor to construct the building, the building design and engineering must be completed so we can bid out the construction of the project. Staff contacted five design firms and received proposals from four of those firms. The fees proposed by each firm are listed below: • FBFCO, Fresno, CA (Proposal Score: 99) $ 37,450.00 • Skarphol Associates, Bakersfield, CA (Proposal Score: 80) $207,000.00 • Chas Roads, Hanford, CA (Proposal Score: 77.5) $197,338.25 • Gutierrez Associates, Oakland, CA (Proposal Score: 49 $391,000.00 Staff recommends the Council adopt the attached resolution authorizing the City Manager to enter into an agreement with FBFCO/HJS Engineering for design, drafting, and engineering services for the Avenal Community Sports and Joint Meeting City Council/Successor Agency June 28, 2018 Page 4 of 5 Recreation Center in an amount not to exceed $37,450.00 from General Fund - Community Development Department (1007000) - Professional Services (Account #655). After a brief, discussion the following action was taken: RESOLUTION 2018-34: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AVENAL AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH FBFCO AND HJS ENGINEERING FOR DESIGN, DRAFTING, AND ENGINEERING SERVICES FOR THE AVENAL COMMUNITY SPORTS AND RECREATION CENTER. A motion was made by Mayor Pro Tem Ovalle, seconded by Councilmember Woolley and carried. Roll Call Vote: AYES: Ovalle, Woolley, Gravelle, Preciado. NOES: None. ABSENT: Moreno. ABSTAIN: None. B. Consider Agreement with Quad Knopf to Provide Technical Assistance and Engineering for Active Transportation Grant Application: Mr. Santillan stated as part of the application process for the Active Transportation Program Grant, staff will need assistance in completing technical engineering documents and data required by Caltrans. QK has provided a proposal in the amount of $11,180, plus a contingency amount of $1,620, to assist with graphic exhibits, opinion of probable cost, and project management and administration, and other tasks. QK has successfully assisted several communities in the past with active transportation projects, including Woodlake and Hanford. Staff recommends adopting the attached resolution authorizing the City Manager to enter into an agreement with QK for engineering and technical assistance with the Active Transportation Program grant application in an amount not to exceed $12,800. RESOLUTION 2018-36: A RESOLUTION OF THE AVENAL CITY COUNCIL AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH QK, INC. FOR TECHNICAL ASSISTANCE ANDENGINEERING FOR THE 2018 ATP CYCLE 4 GRANT APPLICATION. A motion was made by Councilman Gravelle, seconded by Mayor Pro Tem Ovalle and carried. Consider Authorizing Submittal to the Department of Transportation for Active Transportation Program (ATP) Cycle 4 Grant Application: Mr. Santillan stated as part of the application process for the Active Transportation Program Grant, staff will need assistance in completing technical engineering documents and data required by Caltrans. Staff is currently preparing an application to include multiple projects already identified by the City's own Active Transportation and Safe Routes to School Plan. Main focuses are Skyline Boulevard, and San Joaquin Street. The final grant request amount is expected to be less than $1.5 million dollars. He recommends by resolution, authorize the City Manager or authorized designee to execute the application and sign any required attachments for the Active Transportation Program (ATP) Cycle 4 grant program. After a brief discussion the following action was taken. A RESOLUTION OF THE AVENAL CITY COUNCIL AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH QK, INC. FOR TECHNICAL ASSISTANCE AND ENGINEERING FOR THE 2018 ATP CYCLE 4 GRANT APPLICATION. A motion was made by Councilmember Woolley, seconded by Councilman Gravelle and carried. ABSTAIN: None CORRESPONDENCE/ANNOUNCEMENTS/CLOSING COMMENTS: Mayor Pro Tem Ovalle commented on the following: 1) Texas roads are good, gas prices are low and the speed limit is 80mph. Also, in coming back to California and comparing how everything needs repairs, but if you don’t change the mentality of the administration nothing will change no matter how much money is set aside. Ms. Whitten commented on the following: 1) Farmers Market 7-10 PM & everyone is invited to go; and, 2) She thanked Ms. Hernandez and everyone that was involved with the video and for not forgetting Avenal. Ms. Hernandez mentioned that the video is on Facebook, YouTube, and Instagram, please share it. Mayor Preciado commented on the following: 1) he thanked City Staff and everyone for their participation/help with the Independence Day Celebration at the Sports Complex. Also, we are here to make Avenal a better place to live; 2) JPA meeting; 3) St Joseph Catholic Church is having soccer tournament, games, two games for little ones and food.
