SPECIAL JOINT MEETING OF THE AVENAL CITY COUNCIL/SUCCESSOR AGENCY
THURSDAY, SEPTEMBER 6, 2018; 4:30 P.M.

MINUTES
Mayor Pro Tem Ovalle called the meeting to order at 4:31 p.m.
Staff Present: Ortiz, Perkins, Santillan.
Legal Counsel: Legal Council was available via phone.
ROLL CALL: Councilman Gravelle, Councilmember Woolley, Councilman Harvick, Mayor Pro Tem
Ovalle, Mayor Preciado.
CITY CLERK: Government Code Section 54952.3: The members of the City Council, Successor Agency and Housing
Authority are entitled to receive a total of $300.00 per month as a result of being elected to the City Council. They receive no
other compensation for sitting as a member of Successor Agency and Housing Authority.
PUBLIC COMMENT/ANNOUNCEMENTS & UNSCHEDULED APPEARANCES: None.
NEW BUSINESS:
A. Consider Request for Approval of Design and Location of Mural by Central Valley Freedom
Summer Project Committee:
Fernando Santillan, Community Development Director, reported Avenal City Staff were approached by members
of the Avenal Youth Summer Organization, part of the Central Valley Freedom Summer (CFVS) project, to request
permission from the City Council about a planned mural in Avenal. CVFS is a participatory action research project
involving UC Santa Cruz and UC Merced students to investigate non-partisan voter engagement and grassroots
youth organizing efforts. Pursuant to the Avenal Zoning Ordinance, Chapter 9.61, Section 04, Part “Q. Murals
which contain no advertising copy and which do not function as an advertisement are subject to review and approval
by the City Council”. The group is requesting Council approval to move forward with a mural on the exposed wall
of the building which houses the Rumbo Travel Agency on Kings Street.
Staff requests direction from the City Council as to this request. Council may vote to deny the request, or propose
alternatives to the proposed project elements, including location and design, prior to approval.
Councilmember Woolley voiced concerns regarding tattoos on the nurse. It is misleading as the medical field does
not allow visible tattoos. She suggested if a nurse is portrayed, it be without tattoos.
Melissa Figueroa, Avenal Youth Summer Organization, stated that they have held workshops at the Gallery and the
mural was designed by Avenal youth. She understands the Council’s concerns regarding the tattoos and she would
discuss changes with her supervisor and artist.
Mayor Preciado called a brief recess at 4:25 p.m. The meeting reconvened at 4:35 p.m.
Ms. Figueroa had called her supervisor and was told that it wouldn’t be a problem to make some changes. As per the
agreement, the final decision is up to the artist and all suggestions will be taken into consideration. She, thanked the
City Council for their time and input. This has been challenging for the Avenal Youth Summer Organization in
trying to get involvement with the youths in the community.
After a lengthy discussion, the following action was taken.
A motion was made by Councilman Harvick to approve mural, seconded by Councilman Gravelle and
carried.
