Village of Baldwin 620 Washington Baldwin, MI 49304 Regular Council Meeting for SEPTEMBER 13, 2021 Location of meeting: Village of Baldwin Hall Roll call present: President Truxton, T. Jannereth, C. Vicent, C. Miller, and T. Lamb‐Clerk Absent: P. Anderson Meeting was called to order at 6:00pm PM. Pledge of Allegiance was recited. Also in attendance was Village Attorney: D. Porteous Agenda:  C. Vicent moved to approve the agenda with additions. Supported by C. Miller. All Ayes. Motion Carried. Minutes:  Minutes from the August 9, 2021 meeting were approved, (with corrections). A motion from T. Jannereth, and support by C. Miller was put to vote. All Ayes, motion carried. Financial Report:  Financial reports were accepted for the month of August 2021. C. Miller moved, with support from T. Jannereth, All Ayes. Motion Carried. Public Comments:  Resident Gary Truxton addressed the council with concerns over the sidewalks surrounding the County Courthouse, and Lake County Sheriff’s Department during the winter months. Mr. Truxton would like the council, DPW and Village Office to communicate to the County Officials, to refrain from pushing snow onto the plowed sidewalks. Siting many residents who walk, and ride electric wheelchair/scooters, are forced to use the highway in those areas due to snow banks on sidewalks. Bills to be Paid:  The Village Council voted to pay the bills for the month of August. A motion from C. Vicent, and Support from T. Jannereth preceded a roll call vote. President Truxton, Aye. T. Jannereth, Aye. C. Vicent, Aye. And C. Miller, Aye. All Ayes, 0 Nays, 1 absent. Sheriff Report:  Sheriff Martin was not in attendance. County Commissioner:  Len Todd was absent Attorney Report:  President Truxton read and had discussion on the Sidewalk Café Ordinance, giving council updates and current status.  Council discussed the Permit Fee schedule, and duration of the annual permit.  Please see written report. Building and Grounds:  Nothing to report at this time. Airport:  Manager McClellan reported to the council that there has been a growing interest from pilots that use the airport on the subject of airport hangar leases. The council has asked for more information on the lease program.  Mr. McClellan also advised the council that the runway is in serious need of crack seal. Village Clerk, Theresa Lamb will get quotes from the Lake County Road Commission, and request that it be added to the 2021‐2022 Budget.  The grey storage building on the property is also in need of paint. The council has agreed to the purchase of paint, for volunteer labor.  Mgr. McClellan also reported the last Model Jet Rally for the season proved a good turn out, however, due to wind gusts, a few of the model planes fell victim to the trees. DDA:  The Village Council voted to appoint Jason Shoemaker to the Downtown Development Authority. Jason is the New Owner of Shoey’s Log Bar, downtown Baldwin. He is filling a vacancy on the board, and his term is set to expire June of 2022, at which time, he may request reappointment. A motion was made by C. Vicent, with support from T. Jannereth, all ayes. Motion carried. Water & Wastewater:  Please see written report for current statistics.  President Truxton added that the DWSAR Project is moving forward, the water operations crew attended a training session on the ArcGIS software, that included field training.  Engineering firm Fishbeck, has asked that a notice for the field work be sent out to all Village Water Residents, informing them of the project and operations that will be performed. ACTION ITEM:  The Village Council has been asked to vote on the increase of connection fees to the water/wastewater system, for all new connections. The increase will be $350.00/edu, from $250.00/edu. For water, and $600.00/edu from $500.00/edu for sewer connection. The council approved the increase with a motion from C. Vicent, and support from T. Jannereth, with a roll call vote. President Truxton, Aye., C. Vicent, Aye., T. Jannereth, Aye., and C. Miller, Aye. All Ayes, 0 Nays, 1 Absent. Motion carried. Planning and Zoning:  The Village of Baldwin is still seeking a replacement for its Zoning Enforcement Officer. Equipment & Streets:  The JD 5520 tractor is in need of replacement. WWTP/DPW Manager Matt Hibma, submitted 2 quotes on a new tractor, that would be used for mowing, sidewalk plowing, and other various tasks. The purchase was tabled until further research could be obtained. Personnel:  Nothing at this time. Budget & Finance:  Nothing at this time. Ordinance Enforcement Report:  Nothing at this time. Old Business:  None. New Business:  None Council Comments:  C. Miller reminded the council that there needs to be a shelter on the back door of the Village Office, to prevent ice and snow from building up and preventing the door from opening in the winter months.  C. Miller also commented on the number of dead trees within the Village limits, and discussion of the waiting list of most tree removal companies, due to many high wind storms. Adjournment:  At 7:25 pm, a motion to adjourn was made by C. Miller, with support from T. Jannereth, All Ayes, 0 Nays, Motion carried.
