Village of Baldwin 620 Washington Baldwin, MI 49304 Regular Council Meeting for March 14, 2022 Location of meeting: Village of Baldwin Hall Roll call: President Truxton, T. Jannereth, C. Vicent, C. Miller, P. Anderson and T. Lamb-Clerk Absent: none Meeting was called to order at 6:00pm PM. Pledge of Allegiance was recited. Also in attendance: Village Attorney, David Porteous, Agenda: • P. Anderson moved to approve the agenda. Supported by T. Jannereth. All Ayes. Motion Carried. Minutes: • Minutes from the February 14, 2022 meeting were approved with a motion from P. Anderson, and supported by T. Jannereth. All Ayes, motion carried. Financial Report: • Financial reports were accepted for the month of December, 2021. P. Anderson moved, with support from T. Jannereth. A roll call vote was taken. President Truxton, Aye., T. Jannereth, Aye., C. Miller, Aye., C. Vicent, Aye, and P. Anderson, Aye. All Ayes, 0 Nays, 0 absent. Motion Carried. Public Comments: • Kelly Smith introduced himself to the council and visitors, Kelly is running for State Representative. He is retired from the Newaygo Co. Road Commission, and has years of experience in Lansing, representing many entities. Sheriff Report: • Sheriff Martin reported the department is “gearing up” for the 50th Anniversary of the Blessing of the Bikes. He has requested the closure of Michigan Avenue on Saturday, for Motorcycle parking on the street. • Sheriff Martin also informed the council, there will be T-Shirt sales representing the dept. again this year, promoting the Anniversary. • There will be an ORV Training Event for kids, 9-19 years old, at the 4-H grounds north of Baldwin. A date to be announced.  • The Sheriff’s Department will be holding a “active shooter” drill at the Baldwin Community High School, and reminds members of the council and visitors, to be aware. • To date, the department has raised over $36,000.00 for local charities with their can drive. Attorney Report: • Village Attorney David Porteous presented the council with the Civil Infraction Ordinance. The Village council approved the Ordinance with a motion by P. Anderson, and support from C. Vicent. The vote was unanimous, all ayes, 0 nays, motion carried. To become effective upon publication. Payment of Bills: • The bills were presented to the Village Council for payment for the month of February 2022, a motion was made by P. Anderson, and supported by T. Jannereth. A roll call vote was taken. President Truxton, Aye., C. Miller, Aye, P. Anderson, Aye and T. Jannereth, Aye. All Ayes, 0 Nays, 0 absent, Motion carried. Commissioners Report: • Commissioner Todd reported Lake County has received $2.3 million dollars in ARPA Funding. He further commented, the County requires a 33% match for Roads and Bridges, and 50% match for all other grant uses. Building and Grounds: • Nothing to report at this time. DDA: • The Downtown Development Authority have scheduled meetings for the Downtown Authority Community Council (DACC). meetings have been set for March 28, 2022 April 4, 2022, and April 11, 2022. Meeting times are set for 5:00pm. Water & Wastewater: • The Village Water Department reports there was excessive water usage in the Month of February, due to a water main break at Fifth Street and Lynn Street. • Please refer to the IAI written report. Planning and Zoning: • Next regular meeting will be March 21,2022. Equipment & Streets: • Engineers are on schedule for the replacement of the Eighth Street Bridge, construction is slated for Spring 2023. Personnel: • Nothing at this time. Budget & Finance: • There will be budget amendments and final budgets being reported at the April Council Meeting. Clerk: • The Village Clerk reports there will be a Spring Large item Pickup. The dates for this event will be May 16 and 17, 2022. this will be a curb side pickup. Ordinance Enforcement Report: No report at this time. Old Business: • Nothing at this time. New Business: • Nothing at this time. Council Comments: • None at this time.
