Mayor Bob Abercrombie Council Members Public Works Director Shaun Murray City Council Ben Mower Secretary/Recorder Ben Allred Alfred Kettle May 20, 2025, 7:00 p.m. Kaelyn Meyers Nile Mathisen MINUTES Secretary Anissa McDonald Visitors Item Brett Kettle 1) CALL CITY COUNCIL MEETING TO ORDER Jeffrey Baker a. Welcome and Roll Call – Mayor Bob Abercrombie Garth Robison welcomed all in attendance and called roll. Those in David Kettle attendance were Council Members Al Kettle, Ben Allred, Karalee Kettle Shaun Murray, Secretaries Kaelyn Meyers, and Anissa McDonald. Council Member Nile Mathisen was excused. b. Prayer – Shaun Murray c. Pledge of Allegiance – Said by all in attendance. d. Conflicts of Interests -- All Council Members who have a conflict with any item on the agenda please state concern. No conflicts were stated. 2) VARIANCE, CUP FRAC SAND FACILITY APPROVAL – Garth Robison Mayor Bob Abercrombie went over the CUP and height variance that was approved in Planning & Zoning meeting. There was a discussion regarding the few changes that needed to be added to the site plan that was recommended by Planning and Zoning. It was stated that they still need to obtain right-of-way approval. That will need to be brought into Planning meeting when approved. Motion made by Council Member Ben Allred to approve the CUP for the height variance along with other conditions, 2nd by Council Member Al Kettle. All in favor. YEA NAY Council Member Al Kettle Ben Allred Shaun Murray Bob Abercrombie Council Member Nile Mathisen was excused. 3) K & K FREE DUMP WEEK UPDATE – Brett Kettle was in attendance and said that the totals from the free dump were 27.545 tons with 1.62 semi loads. 4) UINTAH COUNTY ELECTION AGREEMENT – Mayor Bob Abercrombie went over the election agreement between the City and Uintah County. This agreement is signed with every election. Motion made by Council Member Ben Allred to approve election agreement between Ballard City and Uintah County, 2nd by Council Member Shaun Murray. All in favor. May 20, 2025 1 YEA NAY Council Member Al Kettle Ben Allred Shaun Murray Bob Abercrombie Council Member Nile Mathisen was excused. 5) 1000 S. PROJECT APPROVAL – Jeffrey Baker went over grant and loan ratios for the 1000 S. project stating that Duchesne County and Roosevelt City would like to move forward with the CIB application. Motion made by Council Member Al Kettle to proceed with CIB grant, 2nd by Council Member Shaun Murray. All in favor. YEA NAY Council Member Al Kettle Ben Allred Shaun Murray Bob Abercrombie Council Member Nile Mathisen was excused. 6) ENGINEERING UPDATE – TMP Project -- Jeffrey Baker said that they are still working on the transportation master plan update. We will get updates as they move forward. 1500 E. Roadway Project -- And that the 1500 east project is moving on schedule and the sidewalk should start next week. 7) UINTAH COUNTY SHERIFF / COMMISSION REPORTS – No representatives were in attendance. 8) BOARD MEETING UPDATES – Council Member Shaun Murray gave update from Water Board meeting. 9) OFFICE / PROJECTS REPORT – Nothing to report. 10) REVIEW AND CORRECT MINUTES -- a. Council Meeting May 6, 2025 Motion made by Council Member Ben Allred to approve the minutes of May 6, 2025 as corrected, 2nd by Council Member Al Kettle. All in favor. YEA NAY Council Member Al Kettle Ben Allred Shaun Murray Bob Abercrombie Council Member Nile Mathisen was excused. 11) FOLLOW-UP ON PAST MINUTES – Nothing to follow up on. May 20, 2025 2 12) MAYOR’S REPORT— Mayor Bob Abercrombie had nothing further to report on. 13) COUNCIL REPORTS – Council Member Al Kettle – Nothing to report on. Council Member Ben Allred – Nothing to report on. Council Member Shaun Murray – Bathrooms at parks are open. Council Member Nile Mathisen - excused 14) FINANCES: Checks, Statements, Reports and Budget Checks and finances were gone over and approved. 15) ADJOURN COUNCIL MEETING Motion made by Council Member Al Kettle to adjourn meeting at 8:00 pm, 2nd by Council Member Ben Allred.
