Mayor Bob Abercrombie Council Members Public Works Director Shaun Murray City Council Ben Mower Secretary/Recorder Ben Allred Alfred Kettle June 3, 2025, 7:00 p.m. Kaelyn Meyers Nile Mathisen MINUTES Secretary Anissa McDonald Visitors Jeffrey Baker Royce Hammer Item 1) CALL CITY COUNCIL MEETING TO ORDER a. Welcome and Roll Call – Mayor Bob Abercrombie welcomed all in attendance and called roll. Those in attendance were Council Members Al Kettle, Ben Allred, Nile Mathisen, Shaun Murray, Secretaries Kaelyn Meyers, and Anissa McDonald. b. Prayer – Al Kettle c. Pledge of Allegiance – Said by all in attendance. d. Conflicts of Interests -- All Council Members who have a conflict with any item on the agenda please state concern. o No conflicts were stated. 2) SEISMIC TESTING PROJECT – Royce Hammer Royce Hammer was in attendance, and he explained the seismic testing that will be done in the area. He said that the project is 191 sq miles and will start in October or November and will take 4-5 months for all the permitting and 2-3 months to finish. Motion made by Council Member Ben Allred to approve permitting for Seismic Testing Project, 2nd by Council Member Shaun Murray. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie 3) COMMERCIAL SIDE SETBACKS – Rob McNeel Mayor Bob Abercrombie explained to Council Members what was discussed in Planning & Zoning meeting regarding side setbacks for storage units. He explained that the planning board agree with Rob McNeel and would like to see our ordinance changed from 10’ in the Commercial 2 zone down to a 3’ foot setback. They have scheduled a public hearing for their next meeting. 4) BALLARD CITY TRANSPORTATION MASTER PLAN – Jones & DeMille Jeffrey Baker from Jones & DeMille gave update on transportation master plan, including, future roads, sidewalks, lighting, and speed limits. June 3, 2025 1 5) BALLARD FEE SCHEDULE APPROVAL – Mayor Bob Abercrombie said that the fee schedule needs re-approved for the 2025 year. Motion made by Council Member Nile Mathisen to approve 2025 fee schedule, 2nd by Council Member Ben Allred. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie 6) BUDGET REVIEW – Council Members reviewed budget with Mayor Bob Abercrombie wanting to increase office equipment to $16,000. Council Members agreed. There will be a Public Hearing at the next meeting on June 17 to approve the 2025-26 Budget. 7) ENGINEERING UPDATE – Jeffrey Baker said that 1500 East is on schedule, and there will be a hard closure at the intersection of 1500 east and 1000 south on Monday and Tuesday June 9 and 10th. 8) UINTAH COUNTY SHERIFF / COMMISSION REPORTS – No reports from Sheriff’s Office or Commissioners. 9) BOARD MEETING UPDATES – Council Member Al Kettle gave update from Planning & Zoning meeting. 10) OFFICE / PROJECTS REPORT i. Election Reminder Secretary Kaelyn Meyers gave a reminder that Declarations of Candidacy for the upcoming election needs to be in by Friday June 6, for the City Council. 11) REVIEW AND CORRECT MINUTES -- a. Council Meeting May 20, 2025 Motion made by Council Member Shaun Murray to approve the minutes of May 6, 2025, as corrected, 2nd by Council Member Ben Allred. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie 12) FOLLOW-UP ON PAST MINUTES – Nothing to follow up on. June 3, 2025 2 13) MAYOR’S REPORT— Mayor Bob Abercrombie nothing more to report on. 14) COUNCIL REPORTS – Council Member Al Kettle – Gave fire update. Council Member Nile Mathisen – Nothing Council Member Ben Allred – Nothing Council Member Shaun Murray – Nothing 15) FINANCES: Checks, Statements, Reports and Budget Checks and finances were gone over and approved. 16) ADJOURN COUNCIL MEETING Motion made by Council Member Al Kettle to adjourn meeting at 8:10 pm, 2nd by Council Member Shaun Murray.
