Mayor Bob Abercrombie Council Members Public Works Director Shaun Murray City Council Ben Mower Secretary/Recorder Ben Allred Alfred Kettle June 17, 2025, 7:00 p.m. Kaelyn Meyers Nile Mathisen MINUTES Secretary Anissa McDonald Visitors Item Jeffrey Baker Loretta Murray 1) CALL CITY COUNCIL MEETING TO ORDER a. Welcome and Roll Call – Mayor Bob Abercrombie welcomed all in attendance and called roll. Those in attendance were Council Members Al Kettle, Nile Mathisen, Ben Allred, Shaun Murray, Secretaries Kaelyn Meyers, and Anissa McDonald. b. Prayer – Nile Mathisen c. Pledge of Allegiance – Said by all in attendance. d. Conflicts of Interests -- All Council Members who have a conflict with any item on the agenda please state their concern. o No conflicts were stated. 2) PUBLIC HEARING BUDGET APPROVAL – Motion made by Council Member Al Kettle to close meeting and open public hearing 7 p.m., 2nd by Council Member Shaun Murray. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie Council Members went over the budget with no changes necessary to what was presented. Motion made by Council Member Nile Mathisen to close public hearing and open meeting 7:15 p.m., 2nd by Council member Ben Allred. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie Motion made by Council Member Al Kettle to approve the 2025-26 budget as presented, 2nd by Council Member Shaun Murray. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred June 17, 2025 1 Shaun Murray Bob Abercrombie 3) EMPLOYEE RAISES – Council Members discussed employee raises and decided on a 1.5% from City. Motion made by Council Member Al Kettle to approve a 1.5% raise from the city, 2nd by Council Member Nile Mathisen. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie 4) PROPERTY TAX RATE APPROVAL – Mayor Bob Abercrombie stated that the property tax rate for 2025, 2026 year is .001818. Motion made by Council Member Ben Allred to approve property tax rate, 2nd by Council Member Shaun Murray. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie 5) FRAUD RISK ASSESSMENT – Motion made by Council Member Al Kettle to approve fraud risk assessment for the 2024, 2025 years, 2nd by Council Member Ben Allred. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie 6) 1500 E. 2000 S. ROAD STRIPING – Mayor Bob Abercrombie said that striping is needed north and south and east and west at the intersection of 1500 east and 2000 south. 7) STREET SWEEPING SERENITY PARK AND 1500 E. – Mayor Bob Abercrombie said he will talk to Ben Mower about possible new equipment needed to keep gutters clean. 8) ENGINEERING UPDATE – Jeffrey Baker said that paving will start Thursday on 1500 east, and that next week the work should be finishing up. 9) UINTAH COUNTY SHERIFF / COMMISSION REPORTS – Deputy Pratt gave update from Uintah County Sheriff’s office. June 17, 2025 2 10) BOARD MEETING UPDATES – Water Board meeting is postponed until Tuesday June 23. 11) OFFICE / PROJECTS REPORT Nothing to report on. 12) REVIEW AND CORRECT MINUTES -- a. Council Meeting June 3, 2025 Motion made by Council Member Ben Allred to approve the minutes of June 3, 2025 as corrected, 2nd by Council Member Nile Mathisen. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie 13) FOLLOW-UP ON PAST MINUTES – Nothing to follow up on. 14) MAYOR’S REPORT— Mayor Bob Abercrombie gave updates on meetings. 15) COUNCIL REPORTS – Council Member Al Kettle – Nothing to report on. Council Member Nile Mathisen – Nothing to report on. Council Member Ben Allred -- went over PTIF and bank reconciliation. Council Member Shaun Murray – updated on parks. 16) FINANCES: Checks, Statements, Reports and Budget Checks and finances were gone over and approved. 17) ADJOURN COUNCIL MEETING Motion made by Council Member Shaun Murray to adjourn meeting at 7:52 pm, 2nd by Council Member Ben Allred. All in favor.
