Welcome and Roll Call – Mayor Bob Abercrombie welcomed all in attendance and called roll. Those in attendance were Council Members Shaun Murray, Al Kettle, Nile Mathisen, Secretaries Kaelyn Meyers, and Anissa McDonald. Council Member Ben Allred was excused. b. Prayer – Bob Abercrombie c. Pledge of Allegiance – Said by All in attendance. d. Conflicts of Interests -- All Council Members who have a conflict with any item on the agenda please state concern. o No conflicts were stated. 2) PUBLIC HEARING 1000 S. JOINT PROJECT – 7:00 p.m. i. Motion to open Public Hearing Motion made by Council Member Shaun Murray to close our regularly scheduled meeting and open public hearing, 2nd by Council Member Al Kettle. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Shaun Murray Bob Abercrombie Council Member Ben Allred was excused. ii. Public Comments- No public comments. Mayor Bob Abercrombie said that this public hearing is to discuss the submission of an application to the Permanent Community Impact Board (CIB) for funding of the proposed 1000 S. 500 E. to 1500 E. Project. The project will be a joint funding between Ballard City, Roosevelt City and Duchesne Special Service District #2. The cost will be $4,352,000 with the CIB funding application at $3,264,000. The project will consist of .6 miles going west on 1000 south. iii. Motion to close Public Hearing Motion made by Council Member Al Kettle to close public hearing and open our regularly scheduled meeting, 2nd by Council Member Nile Mathisen. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Shaun Murray Bob Abercrombie July 1, 2025 1 Council Member Ben Allred was excused. iv. Additional Council Discussion No further discussion. v. Motion to approve the funding application as discussed in the public hearing. Motion made by Council Member Nile Mathisen to approve the PCIB Funding Application for the 1000 S combined project, 2nd by Council Member Shaun Murray. Roll call vote: Council Member Al Kettle AYE Council Member Nile Mathisen AYE Council Member Shaun Murray AYE Mayor Bob Abercrombie AYE Council Member Ben Allred was excused. 3) RESOLUTION R202507-001 APPROVAL – Title 14.20.010, 020, Title 15.03.080 Site Plan Development Bonding Motion made by Council Member Al Kettle to approve resolution R202507-001 for the amendment of Title 14.20.010, 020, Title 15.03.080 Site Plan Development Bonding, 2nd by Council Member Nile Mathisen. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Shaun Murray Bob Abercrombie Council Member Ben Allred was excused. 4) RESOLUTION R02508-002 APPROVAL – Title 15.06.130 Storage Unit Setbacks Motion made by Council Member Shaun Murray to approve resolution R02508-002 for the amendment of Title 15.06.130, Storage Unit Setbacks, 2nd by Council Member Nile Mathisen. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Shaun Murray Bob Abercrombie Council Member Ben Allred was excused. 5) CIB APPLICATION UPDATE – Council Member Al Kettle said the meeting was successful. 6) ENGINEERING UPDATE – No further updates. 7) UINTAH COUNTY SHERIFF / COMMISSION REPORTS – Deputy Pratt gave update from Uintah County Sheriff’s Office. 8) BOARD MEETING UPDATES – Council Member Al Kettle gave update from Planning & Zoning meeting. 9) OFFICE / PROJECTS REPORT – Nothing to report. July 1, 2025 2 10) REVIEW AND CORRECT MINUTES -- a. Council Meeting June 17, 2025 Motion made by Council Member Al Kettle to approve the minutes of June 17, 2025 as written, 2nd by Council Member Shaun Murray. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Shaun Murray Bob Abercrombie Council Member Ben Allred was excused. 11) FOLLOW-UP ON PAST MINUTES – Still looking into a street sweeper. 12) MAYOR’S REPORT— Mayor Bob Abercrombie gave updates on meetings. 13) COUNCIL REPORTS – Council Member Al Kettle – Fire meeting update. Council Member Nile Mathisen – No update. Council Member Shaun Murray – No update. Council Member Ben Allred was excused. 14) FINANCES: Checks, Statements, Reports and Budget Checks and finances were gone over and approved. 15) ADJOURN COUNCIL MEETING Motion made by Council Member Al Kettle to adjourn meeting, 2nd by Council Member Shaun Murray. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Shaun Murray Bob Abercrombie Council Member Ben Allred was excused.
