Welcome and Roll Call – Mayor Abercrombie Ryan Lyndsay welcomed all in attendance and called roll. Those in Mark Kettle attendance include Council Members Shaun Murray, Ben Jeff Baker Allred, Al Kettle, Nile Mathisen and Secretary Kaelyn Deputy Pratt Meyers. Secretary Anissa McDonald was excused. b. Prayer – Shaun Murray c. Pledge of Allegiance – was said by all present d. Conflicts of Interests -- All Council Members who have a conflict with any item on the agenda please state concern. o No conflicts were mentioned. 2) SM ENERGY CUP DISCUSSION –Al Kettle Council Member Al Kettle called Teisha Black with questions regarding the 2000 S. Roadway for truck traffic going to the injection well. According to the written CUP it doesn’t speak about the traffic or the open top tank. Teisha stated that the open top tank is there temporarily. Council Member Al Kettle stated that when it was asked if it was going to be a pit it was stated that this was an injection well. Now a year later we still have an open top tank that smells. Teisha said they are trying to mitigate the smells. Axia submitted the 1st CUP and then XCL submitted their own CUP. Council Member Al Kettle stated that in the original meeting with XCL everything was done as per the road build up construction plans. There is only 2 ft. of asphalt over the sewer line. And with that many trucks going over the roadway, it is not good. Mayor Bob Abercrombie said that with the original project, the number of trucks was going to be limited and they were excited for that with the injection well. The number of trucks going on the roadway need to be reduced. He would like to see piping done to each project. As soon as this happens, they can get rid of the open top tank. They average about 30 truckloads a day right now. Mayor Bob Abercrombie said that another concern is that most of the trucks need to slow down to the speed limit. Ryan will reiterate to the truck drivers to slow down. There is only one company right now down on that pad. The trucks will decrease with the frac being completed. July 16, 2025 1  3) PIPELINE CROSSING DISCUSSION – Al Kettle Ben Mower spoke with Kinder Morgan regarding the pipeline crossing South on 2500 E. When they went through the roadway, we ended up with a sand pit as a road. After their discussion with Ben Mower, they put road base down and have fixed the roadway back to a more stable road. 4) STREET SWEEPING UPDATE – With the new skid-steer that will be here this week, they will put the sweeper on it and see if it will work. Until then, they will have to hire basin sweep to help. 5) ENGINEERING UPDATE – Jeff Baker – gave an update regarding the 1500 E. This is wrapped up and final pay request is coming soon. Density test was a little low and we are trying to not have to redo that. Some of the gates had the wire on the wrong side and they are fixing them. TMP – Survey is ready to post on the website so the public can review for 30 days. 6) UINTAH COUNTY SHERIFF / COMMISSION REPORTS – Deputy Pratt gave update from Uintah County Sheriff’s Office. 7) BOARD MEETING UPDATES – Council Member Al Kettle gave a brief update from the water Board meeting. 8) OFFICE / PROJECTS REPORT Business License for the sheds on 2500 E. the paperwork was given to Tapia to get filled out from the owners of the sheds. She will get them back into me as soon as they come back. 9) REVIEW AND CORRECT MINUTES -- a. Council Meeting July 1, 2025 Motion was made by Council Member Shaun Murray to approve the Minutes of July 1, 2025 as written. 2nd by Council Member Nile Mathisen. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie 10) FOLLOW-UP ON PAST MINUTES – No follow-up 11) MAYOR’S REPORT— Mayor Abercrombie -- stated that Moon Lake will be putting Cameras up in the gulch area. Moon Lake will charge $15 a month to put a meter loop on the street light. 12) COUNCIL REPORTS – Council Member Al Kettle – nothing to report July 16, 2025 2  Council Member Nile Mathisen – they had a disgruntled person that needed to speak to the Animal Control Board so the board had an extra meeting. The person who owns a bird refuge mentioned that there needs to be horse and cattle round up in that area. BLM and the Ute Tribe has given their support for the round-up. There will be protestors when this happens. Council Member Ben Allred – went over bank statements Council Member Shaun Murray – nothing to report 13) FINANCES: Checks, Statements, Reports and Budget Motion was made by Council Member Shaun Murray to approve the review of Checks and Statements. 2nd by Council Member Ben Allred.
