1) CALL CITY COUNCIL MEETING TO ORDER Sonja Norton
a. Welcome and Roll Call – Mayor Nile Mathisen Stevie Fox
welcomed all in attendance and called roll. Those in Tommy Tryon
attendance were Council Members Al Kettle, Steve Secrest, Robin Moran
Ben Allred, Shaun Murray, Secretaries Kaelyn Meyers, Danette Secrest
Robert Abercrombie
Tasha Crum, and Anissa McDonald. Leah Bastian

c. Pledge of Allegiance – Said by all in attendance.
d. Conflicts of Interests -- All Council Members who have a
conflict with any item on the agenda please state concern.

2) NEW COUNCIL MEMBERS OATH OF OFFICE-
Oath of office was given to newly elected Council Members Al Kettle, and Steve
Secrest. Along with newly elected Mayor Nile Mathisen. Their term will run for 4
years.
3) DEPUTY RECORDER OATH OF OFFICE-
Oath of office was given to Secretary Tasha Crum welcoming her as the new Deputy
Recorder for Ballard City.
4) POLE LINE INTERSECTION PROJECT APPROVAL-
Jeff Baker from Jones & DeMille went over the proposal for intersections at pole line
road and 2000 S intersections at 1500 E. Jeff Baker would like approval of the project
proposal at an estimated cost of $23,100. The proposed design will aim to improve
traffic flow and operability.
Motion made by Council Member Ben Allred to approve the Pole Line Road
Project to Jones & DeMille and proceed with the intersection designs for the two
intersections, 2nd by Council Member Al Kettle, All in favor.

5) COUNCIL MEMBER ASSIGNMENTS REVIEW-
Mayor Nile Mathisen went over the past assignments that each Council member had
and currently will keep. There will be no changes made to Council Members Al
Kettle, Ben Allred, and Shaun Murray. For Mayor Nile Mathisen, he will keep all
the mayor responsibilities that the previous mayor had and add the Animal Control
District meetings. For the new Council Member Steve Secrest, he will include
Uintah County Sheriff’s Protection; (LEPC) Local Emergency Planning
Commission Meetings; Attend UBAOG Monthly Board meetings; and Attend all
applicable meetings.
6) ILLEGAL BUSINESSES DISCUSSION-
Letters need to be sent to Levi Bateman and Kent Campbell requesting that they
come in and talk to the city about each of their unpermitted business activities.
7) CHRISTMAS PARTY REMINDER-
Our after Christmas Christmas party is on Friday at 6pm at Swains in Roosevelt.
8) ENGINEERING UPDATE –
Jeff Baker from Jones & DeMille provided an update on 1500 E 1000 S Roadway
Project. Jeff Baker indicated he has had meetings with Strata and Moon Lake to go
over plans. He is currently working with other entities on identifying boundaries of
right aways. Things are going well, still on schedule and bids will begin in February
or March.
9) UINTAH COUNTY SHERIFF / COMMISSION REPORTS –
Commissioners Sonia Norton and Willis LeFevre were in attendance with no main
agenda.
10) BOARD MEETING UPDATES –
Council Member Al Kettle gave update from Planning & Zoning meeting.
11) OFFICE / PROJECTS REPORT –
Bob Abercrombie said that Mayor Nile Mathisen needs .gov email.
12) REVIEW AND CORRECT MINUTES --

Motion made by Council Member Shaun Murray to approve minutes of December
2, 2025, as written, 2nd by Council Member Nile Mathisen. All in favor.
