CALL ZONING MEETING TO ORDER Prayer and Pledge of Allegiance – Steve Collins Welcome and Roll Call – Chairman Joe Allred welcomed all in attendance and called roll. Those in attendance were Board Members Steve Collins, Kay Burgess, Robin Moran, Mark Redmond, Secretary Kaelyn Meyers, and Anissa McDonald. Conflicts of Interests -- All Planning and Zoning Members who have a conflict with any item on the agenda please state their concern. o Chairman Joe Allred stated that he has a brother that owns an RV park in Ballard. B. APPROVAL OF AGENDA Motion made by Board Member Mark Redmond to approve the agenda, 2nd by Board Member Robin Moran. All in favor. July 1, 2025 Motion made by Board Member Steve Collins to approve the minutes of July 1, 2025 as written, 2nd by Board Member Kay Burgess. All in favor. SOUND WALL SIGNAGE – Brad Knight Brad Knight would like to erect a portion of sound wall to advertise them for his business. This will be on his property adjacent to the highway. Board members agree to allow the signage. 2. MAJOR SUBDIVISION CONCEPT – Rob McNeel Rob McNeel sent in concept for an RV park with Tiny Homes to the North end and keeping a portion of the property adjacent the highway commercial. Location would be the property east of Mi Casa Restaurant. Chairman Joe Allred stated concerns about the location, roads with one way in and one way out, rezoning, and that there are no tiny homes allowed in an RV park. It was decided that we send rezone concept to city council on the 19th for their opinion on the rezone. 3. MAJOR SUBDIVISION CONCEPT TINY HOMES – Rob McNeel Rob McNeel is proposing to have a subdivision north of CB&M RV park for 22 tiny homes on 3 acres. Board Members said that it would need to be rezoned and would need to have a (CUP Conditional Use Permit) but can see no other issues. Rob will need to bring in the application for a rezone. 4. OPEN MEETING TRAINING Training video was played for board members. F. STANDARD PUBLIC COMMENTS – No public comments. G. FOLLOW-UP ON TABLED ITEMS – No tabled items to follow up on. H. FOLLOW-UP ON PAST BOARD ASSIGNMENTS – No board assignments to follow up on. I. ZONING BOARD ADJOURN Motion made by Board Member Mark Redmond to adjourn meeting, 2nd by Board Member Steve Collins.
