The meeting was called to order by Mayor Pogue at 7:00 p.m.

MINUTES___________________________________________________________________
The minutes from the March 14, 2022 Board of Aldermen meeting were submitted for approval. A motion was
made by Alderman Fleming and seconded by Alderman Finley to approve the minutes from the March 14, 2022
Board of Aldermen meeting as submitted. A voice vote was taken with unanimous affirmative result and the
motion passed.
The minutes from the March 14, 2022 Board of Aldermen closed meeting were submitted for approval. A motion
was made by Alderman Fleming and seconded by Alderman Stallmann to approve the minutes from the March
14, 2022 Board of Aldermen closed meeting as submitted. A voice vote was taken with unanimous affirmative
result and the motion passed.

CITIZEN COMMENTS_______________________________________________________
Michael Scott, 643 Kehrs Mill Rd., addressed the Board regarding Prop U and trash service. He feels that if Prop
U would fail, the City should adjust expenses just as everyone is having to do. He also stated that most residents
are happy with Republic Services and that Republic does an excellent job. He would like it if residents could have
some input on the new contract and services provided.
LEGISLATION______________________________________________________________
Bill 4120 - AN ORDINANCE REVISING THE AMOUNTS OF PERMIT FEES IN THE CITY OF
BALLWIN.
A motion was made by Alderman Fleming and seconded by Alderman Finley for a first reading of Bill 4120, title
only. A voice vote was taken with unanimous affirmative result and Bill 4120 was read for the first time.
Discussion:
Alderman Roach asked if the City Attorney had any other input on this Bill. City Attorney Jones responded that
he is comfortable with it.
A motion was made by Alderman Roach and seconded by Alderman Kerlagon for a second reading of Bill 4120,
title only. A voice vote was taken with unanimous affirmative result and Bill 4120 was read for a second time.
A roll call vote was taken for passage and approval of Bill 4120 with the following results:
Ayes – Aldermen Finley, Roach, Stallmann, Leahy, Fleming, Bullington, Kerlagon
Nays --
Bill No. 4120 was approved and became Ordinance No. 22-07.
Bill 4121 - AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF
BALLWIN WITH REGARD TO THE SEWER LATERAL REPAIR PROGRAM.
A motion was made by Alderman Fleming and seconded by Alderman Stallmann for a first reading of Bill 4121,
title only. A voice vote was taken with unanimous affirmative result and Bill 4121 was read for the first time.
Discussion:
Alderman Roach asked if the City Attorney was comfortable with paragraph J and the process. Mr. Jones
explained his thoughts on the bill and stated he is comfortable with the bill. Alderman Roach asked for

clarification for the term “designee” which was used in the last line. City Attorney Jones stated that the Building
Commissioner has served as the “designee” for the City Administrator when needed.
A motion was made by Alderman Fleming and seconded by Alderman Bullington for a second reading of Bill
4121, title only. A voice vote was taken with unanimous affirmative result and Bill 4121 was read for a second
time.
A roll call vote was taken for passage and approval of Bill 4121 with the following results:
Ayes – Aldermen Finley, Roach, Stallmann, Leahy, Fleming, Bullington, Kerlagon
Nays --
Bill No. 4121 was approved and became Ordinance No. 22-08.
CONSENT ITEMS____________________________________________________________
Police – Fitness Equipment – New Police Building
Staff is recommending the proposal from Foremost Fitness be accepted.
Discussion:
Alderman Roach asked for clarification on RFP’s and RFQ’s. Chief Schaeffler explained how the bid was
originally put out and the process used to arrive at their recommendation. Alderman Roach asked if there was a
way to get comparable pricing; Chief Schaeffler then explained how pricing works with the cooperative
agreement and that pricing is set.
A motion was made by Alderman Stallmann and seconded by Alderman Bullington to accept staff’s
recommendation. A voice vote was taken with unanimous affirmative result and the motion passed.

ALDERMANIC COMMENTS__________________________________________________
Alderman Stallmann stated he appreciated Mr. Scott’s comments earlier and also shared that real estate taxes are
not the Board’s intention. He also shared that Prop U is about fairness to our brick and mortar stores. He
encouraged everyone to vote on April 5.
Alderman Finley stated it appears pickleball plans have stagnated and he encouraged staff to move forward with
anything that could be done. He also shared that he had heard from a constituent about the possibility of a city
garden in one of the parks. He did have some discussion with City Attorney Jones regarding the matter. He also
echoed Alderman Stallmann’s thoughts on Prop U and taxes.
A motion was made by Alderman Fleming and seconded by Alderman Finley to adjourn. The motion was passed
by unanimous affirmative voice vote and the meeting adjourned at 7:14 p.m.
