DRAFT MINUTES BOARD OF ALDERMEN Meeting Minutes NOVEMBER 25, 2019 7:00 PM 1 GOVERNMENT CTR. BALLWIN, MO 63011 THE MINUTES ARE PREPARED IN SUMMARY TO REFLECT THE OVERALL DISCUSSIONS, NOT VERBATIM QUOTES. MINUTES The Minutes from the November 11, 2019, Board of Aldermen meeting were submitted for approval. A motion was made by Alderman Fleming and seconded by Alderman Finley to approve the minutes from the November 11, 2019 Board of Aldermen meeting as amended. A voice vote was taken with a unanimous affirmative result and the motion passed. BALLWIN, MO 63011 PUBLIC COMMENTS_______________________________________________________ Jacque Glaeser addressed the Board regarding trash fees. She had talked with Republic because of a personal issue and asked about senior discounts. Republic told her she would need to contact Ballwin Administration, which she did. She was told the contract was not up for renewal, so nothing could be done. She is also concerned about people who, it appears, are not paying for trash removal or yard waste removal. City Administrator Bob Kuntz stated the contract renewal is sometime out (12/2022), but an immediate recommendation would be to go to a smaller trash can. City Attorney Bob Jones stated that every household is billed for trash removal. Mr. Kuntz stated he would look into these issues with Republic and report back to Ms. Glaeser with his findings. Alderman Fleming stated adding contract details to the website would be beneficial; Alderman Bullington agreed. PRESENTATION____________________________________________________________ Stop Sign Survey Mr. Kuntz introduced Ballwin Policer Office Mike Burgoyne and Carrie Falkenrath from T2 Traffic. Officer Burgoyne stated T2 had conducted a comprehensive inventory of all stop signs throughout the community. This was a very extensive initial effort which also made the City eligible for an implementation grant. There are 26 identified unique intersections, including three proposed for stop signs. The other 23 have high accident/complaint and violation rates; 13 of these need additional support for signs to make drivers more aware. Ms. Falkenrath stated the grant from Missouri Department of Transportation will help fund Phase II of this study, which will collect more data, prioritize modifications to intersections and implement policy. Mr. Kuntz stated we’d like to move forward with the grant as this came about as a petition presented to the Board. Phase II puts an objective set of eyes on the problem and the resulting policy implementation would require Board authorization which would then become the new standard. Alderman Fleming asked that the intersection of Holloway (Baxter) and Claymont be considered for review in the next phase. Ms. Falkenrath stated her report was a draft, so she would add that intersection when she finalizes it. Mr. Kuntz stated that some of these intersections involve other jurisdictions (St. Louis County Police) and that we would need to have conversations with County Police department. Ms. Falkenrath stated the findings can be forwarded to County Police and that a meeting could be arranged with them during Phase II. Alderman Roach asked about the proposed additions. Ms. Falkenrath provided more explanation of a full, official study which takes traffic count volume into account. Mr. Kuntz stated after Phase II, T2 would come back to the Board with an action plan recommendation as well as policy, etc. Ms. Falkenrath stated that recommendations now are things such as striping, enlarging stop signs, etc., which can be done in the interim. LOUIS COUNTY EMERGENCY COMMUNICATIONS COMMISSION FOR SUBSCRIBER RADIOS FOR AN INTEROPERABLE RADIO SYSTEM FOR THE BALLWIN PUBLIC SAFETY DEPARTMENTS. A motion was made by Alderman Fleming and seconded by Alderman Finley for a first reading of Bill No. 4048, title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4048 was read for the first time. In discussion of Bill No. 4048: None A motion was made by Alderman Fleming and seconded by Alderman Stallmann for a second reading of Bill No. 4048, title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4048 was read for a second time. A roll call vote was taken for passage and approval of Bill No. 4048 with the following results: Ayes – Aldermen Utt, Finley, Roach, Stallmann, Fleming, Bullington, Kerlagon Nays -- None. Bill No. 4048 was approved and became Ordinance No. 19-34 Bill 4049 – AN ORDINANCE AMENDING THE 2019 BUDGET OF CASH REVENUE AND CASH DISBURSEMENTS FOR THE OPERATING AND CAPITAL FUNDS OF THE CITY OF BALLWIN, ST. LOUIS COUNTY, MISSOURI, PROVIDING FOR EXPENDITURE REVISIONS IN ACCORDANCE WITH SAID BUDGET AND MAKING RE-APPROPRIATIONS THEREOF. A motion was made by Alderman Finley and seconded by Alderman Bullington for a first reading of Bill No. 4049, title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4049 was read for the first time. BALLWIN, MO 63011 A roll call vote was taken for passage and approval of Bill No. 4049 with the following results: Ayes – Aldermen Utt, Finley, Roach, Stallmann, Fleming, Bullington, Kerlagon Nays -- None. Bill No. 4049 was approved and became Ordinance No. 19-35 STAFF REPORTS____________________________________________________________ PUBLIC WORKS – Ries Rd STP Project Staff is requesting approval to allow Cochran Engineering to submit a proposal and an application to East West Gateway and provide professional engineering services for the Ries Rd. STP Project. Discussion: Public Works Superintendent Jim Link provided background on the project. NovaChip overlay would be used; this is good for high traffic areas, is more durable and enhances drivers’ ability to stop. The cost for this project would be $329,338 which would include lighting, signage, pavement edge milling and concrete curbs and gutters. The cost for the application fee is $5000, which is refundable if not approved. Alderman Roach asked if this would cover Ries Rd from Manchester to Big Bend; Mr. Link stated it would. Mayor Pogue asked if NovaChip is designed for a higher volume of traffic; Mr. Link stated it is. A motion was made by Alderman Fleming and seconded by Alderman Stallmann to approve Cochran Engineering’s proposed application submission to East West Gateway. A voice vote was taken with unanimous affirmative result and the motion passed. MAYOR’S REPORT__________________________________________________________ Mayor Pogue shared that he, Mr. Kuntz and Alderman Fleming had visited the new Creve Coeur Police station which was dedicated in October. He talked about the use of space within the facility especially in comparison with the new facility Ballwin is considering. Mr. Kuntz stated a tour could be arranged if there is a group who would like to go; let him know if anyone would like to arrange a tour. Mayor Pogue also shared the recruiter for the City Administrator position would be here on December 9, 2019 and would like to meet City staff members and officials one-on-one during the day and then meet with the Board as a group after the Board meeting. BALLWIN, MO 63011 CITY ADMINISTRATOR’S REPORT___________________________________________________ Mr. Kuntz stated a January workshop had been planned, however the Board has authorized a contractual agreement for the City Administrator position. He also gave Mayor Pogue information on the first phase of annexation which is Waterford subdivision. This subdivision consists of 27 homes and we are prepared to get petitions out to prepare for the Boundary Commission by the end of the year. Mr. Kuntz suggested that everyone jot down ideas to be prepared for interviews with the recruiter for the City Administrator position. CITY ATTORNEY’S REPORT_________________________________________________ Nothing to report ALDERMANIC COMMENTS__________________________________________________ Alderman Utt thanked Mr. Link and the Public Works crew for their work on this year’s leaf removal. He also stated he was contacted by a resident regarding a tree trimming ticket which had been opened two years ago and was not closed out. He asked the Board to allow Mr. Kuntz to get quotes to close out old tickets remaining in the system. Mr. Kuntz stated this would be a performance-based request for proposal. A motion was made by Alderman Utt and seconded by Alderman Bullington to allow Mr. Kuntz to move forward with the request for proposals. A voice vote was taken with unanimous affirmative result and the motion passed. Alderman Stallman shared information from the Parks and Recreation Committee meeting which was held prior to the Board meeting. He stated the golf maintenance building is currently under budget, work on parks is ahead of schedule and revisions were suggested to change the PAC room at The Pointe to a multi-purpose room. The committee also asked the Board to make a motion to draft legislation to increase fees for North Pointe facility rentals. A motion was made by Alderman Stallman and seconded by Alderman Bullington to draft legislation for facility rental fee increases at the North Pointe. A voice vote was taken with unanimous affirmative result and the motion passed. BALLWIN, MO 63011 CLOSED SESSION____________________________________________________________ The Board moved to go into closed session for one or more of the reasons as authorized by Revised Statutes of Missouri, Section 610.021(1) relating to litigation/legal issues and Section 610.021(2) relating to real estate matters. A motion was made by Alderman Stallmann and seconded by Alderman Bullington to go into closed session. A roll call vote was taken with a unanimous affirmative result. The Board moved to closed session at 7:41 p.m. OPEN SESSION ___________________________________________________________ A motion was made by Aldermen Fleming to reconvene. The motion was seconded by Alderman Stallmann and passed by unanimous voice vote. The meeting reconvened at 8:23 p.m. City Administrator Kuntz suggested that the City should ask Jema for a proposal to refine and reduce plans for a new police station, including construction costs for the sites at the old Government Center and Kehrs Mill. The proposal would be presented to the Board for final approval. A motion was made by Alderman Bullington to request the Jema proposal. The motion was seconded by Alderman Utt. The motion passed by a unanimous voice vote. A motion was made by Alderman Bullington to request from Jema a needs assessment for the public works yard. The motion was seconded by Alderman Utt.
