The meeting was called to order by Mayor Tim Pogue at 7:02 p.m.

MINUTES
The Minutes from the November 25, 2019, Board of Aldermen meeting were submitted for approval. A motion
was made by Alderman Fleming and seconded by Alderman Finley to approve the minutes from the November
25, 2019 Board of Aldermen meeting. A voice vote was taken with a unanimous affirmative result and the motion
passed.
The Minutes from the November 25, 2019, Board of Aldermen Closed meeting were submitted for approval. A
motion was made by Alderman Fleming and seconded by Alderman Stallmann to approve the minutes from the
November 25, 2019 Board of Aldermen Closed meeting. A voice vote was taken with a unanimous affirmative
result and the motion passed.

The Minutes from the November 25, 2019, Parks & Recreation Committee meeting were submitted for approval.
A motion was made by Alderman Stallmann and seconded by Alderman Bullington to approve the minutes from
the November 25, 2019 Parks & Recreation Committee meeting. A voice vote was taken with a unanimous
affirmative result and the motion passed.
PUBLIC COMMENTS_______________________________________________________

PRESENTATION____________________________________________________________
Police Chief Doug Schaeffler was sworn in; Judge Virginia Nye administered the oath of office. Mayor Pogue
welcomed Chief Schaeffler to the Ballwin family.
PUBLIC HEARING___________________________________________________________
Mayor Pogue opened the public hearing at 7:15 p.m. for those wishing to speak in opposition of or in favor of the
2020 Budget. No one came forward and the public hearing was closed at 7:16 p.m.
LEGISLATION_______________________________________________________________
Bill 4050 – AN ORDINANCE AMENDING CHAPTER 18 OF THE CODE OF ORDINANCES OF THE CITY
OF BALLWIN WITH RESPECT TO CERTAIN FEES.
A motion was made by Alderman Fleming and seconded by Alderman Finley for a first reading of Bill No. 4050,
title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4050 was read for the first
time.
In discussion of Bill No. 4050:

A motion was made by Alderman Fleming and seconded by Alderman Stallmann for a second reading of Bill No.
4050, title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4050 was read for a
second time.
A roll call vote was taken for passage and approval of Bill No. 4050 with the following results:
Ayes – Aldermen Utt, Finley, Roach, Stallmann, Fleming, Leahy, Bullington, Kerlagon
Nays -- None.

Bill 4051 – AN ORDINANCE APPROVING AND ADOPTING AN OPERATIONS BUDGET OF
ANTICIPATED CASH REVENUE AND CASH DISBURSEMENTS FOR THE GENERAL REVENUE FUND
OF THE CITY OF BALLWIN, ST. LOUIS COUNTY, MISSOURI, FOR THE FISCAL YEAR COMMENCING
JANUARY 1, 2020, AND ENDING DECEMBER 31, 2020, PROVIDING FOR EXPENDITURES IN
ACCORDANCE WITH SAID BUDGET AND MAKING APPROPRIATIONS THEREOF.
A motion was made by Alderman Fleming and seconded by Alderman Finley for a first reading of Bill No. 4051,
title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4051 was read for the first
time.
In discussion of Bill No. 4051:
Alderman Finley praised Finance Manager Denise Keller and her staff for bringing another balanced budget to
the Board. He stated he and Alderman Utt have discussed; neither have received any negative feedback from
residents of Ward 1 and they fully support the budget. City Administrator Kuntz also pointed out that $1 million
has been pledged specifically towards street improvement in 2020 which is consistent with Board direction and
shows the community we are spending wisely to preserve the infrastructure.
A motion was made by Alderman Fleming and seconded by Alderman Stallmann for a second reading of Bill No.
4051, title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4051 was read for a
second time.
A roll call vote was taken for passage and approval of Bill No. 4051 with the following results:
Ayes – Aldermen Utt, Finley, Roach, Stallmann, Fleming, Leahy, Bullington, Kerlagon
Nays -- None.
Bill No. 4051 was approved and became Ordinance No. 19-37
Bill 4052 – AN ORDINANCE APPROVING AND ADOPTING A BUDGET OF ANTICIPATED CASH
REVENUE AND CASH DISBURSEMENTS FOR THE CAPITAL IMPROVEMENT PROGRAM OF THE
CITY OF BALLWIN, ST. LOUIS COUNTY, MISSOURI, FOR THE FISCAL YEAR COMMENCING
JANUARY 1, 2020, AND ENDING DECEMBER 31, 2020, PROVIDING FOR EXPENDITURES IN
ACCORDANCE WITH SAID BUDGET AND MAKING APPROPRIATIONS THEREOF.

title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4052 was read for the first

4052, title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4052 was read for a
second time.
A roll call vote was taken for passage and approval of Bill No. 4052 with the following results:

CONSENT ITEMS____________________________________________________________
PARKS – Fitness Equipment Purchase
Staff is requesting approval to purchase 17 pieces of strength equipment to replace 15-year old strength
equipment. Pricing is under budget and equipment can be purchased from Sourcewell, a cooperative purchasing
program for government, education and non-profit organizations.
Discussion:
None
A motion was made by Alderman Fleming and seconded by Alderman Bullington to approve the staff request to
purchase strength equipment from Sourcewell. A voice vote was taken with unanimous affirmative result and the
motion passed.
PARKS – Golf Course Pond Dredging
Staff is requesting awarding a contract to Energy Resources for dredging the pond at the golf course. Energy
Resources’ bid is under the budget of $70,000 and the lowest bid. The pond at the golf course was last dredged
over 20 years ago. Years of silt have built up on the bottom of the pond reducing the depth from approximately 8
feet to 24 inches.

A motion was made by Alderman Fleming and seconded by Alderman Bullington to approve the staff
recommendation of Energy Resources. A voice vote was taken with unanimous affirmative result and the motion
passed.
MAYOR’S REPORT__________________________________________________________
Mayor Pogue thanked Finance Officer Keller for all the work done on the budget.
The Mayor also shared that this is Alderman Utt’s birthday and asked everyone to join him in wishing Alderman
Utt a Happy Birthday.
Mayor Pogue wished everyone a Merry Christmas and stated he is looking forward to working with everyone in
2020.
CITY ADMINISTRATOR’S REPORT___________________________________________________
New Police Department Building – City Administrator Bob Kuntz reported he has received and recommended a
proposal for further assessment of the two sites being considered for the new Police Department facility. He hopes
to have all information (pros/cons, costs, alternatives, etc) to the Board by the first February meeting. He also
stated members of the Board are invited to attend any meetings regarding the new building. Alderman Roach
asked if a survey had been done on Site D yet. City Attorney Robert Jones stated a surveyor has been retained
and all materials have been provided to them. City Administrator Kuntz stated that Regions is still willing to
donate property for the Police Department building. Alderman Roach asked if there is still enough support to
evaluate two sites. Aldermen Fleming, Stallmann and Bullington all stated they were in favor of looking at two
sites. City Administrator Kuntz stated JEMA has been asked to critically evaluate the sites for the best possible
outcome. A motion was made by Alderman Roach and seconded by Alderman Stallmann to approve reviewing
the proposals for the two sites. A voice vote was taken with a unanimous affirmative result and the motion passed.
CITY ATTORNEY’S REPORT_________________________________________________
City Attorney Jones stated the signs erected by the City under the City Limit Sign Ordinance are not approved by
MODOT. MODOT claims only the state can erect “city limit” signs; the signs erected by Ballwin must say
“Welcome to Ballwin”. A motion was made by Alderman Stallmann and seconded by Alderman Finley to proceed
with the “Welcome” signage. A voice vote was taken with a unanimous affirmative result and the motion passed.

ALDERMANIC COMMENTS__________________________________________________
Alderman Stallmann wished everyone a Merry Christmas and Happy New Year.
CLOSED SESSION____________________________________________________________
The Board moved to go into closed session for one or more of the reasons as authorized by Revised Statutes of
Missouri, Section 610.021(13) relating to personnel matters.
A motion was made by Alderman Stallmann and seconded by Alderman Bullington to go into closed session. A
roll call vote was taken with a unanimous affirmative result. The Board moved to closed session at 7:25 p.m.
OPEN SESSION ______________________________________________________________
A motion was made by Aldermen Fleming to reconvene. The motion was seconded by Alderman Bullington and
passed by unanimous voice vote. The meeting reconvened at 8:15 p.m.
A motion was made by Alderman Fleming to adjourn. The motion was seconded by Alderman Utt. The motion
passed by unanimous voice vote. The meeting adjourned at 8:16 pm.
