Bob was an Alderman for 24 years and a great supporter of the City. He will be greatly missed. A moment of silence was observed in Bob’s memory. MINUTES The Minutes from the November 9, 2020, Board of Aldermen meeting were submitted for approval. A motion was made by Alderman Fleming and seconded by Alderman Bullington to approve the minutes from the November 9, 2020 Board of Aldermen meeting as submitted. A voice vote was taken with a unanimous affirmative result and the motion passed. BALLWIN, MO 63011 LEGISLATION_______________________________________________________________ BILL 4081 - AN ORDINANCE AMENDING THE 2020 BUDGET OF CASH REVENUE AND CASH DISBURSEMENTS FOR THE OPERATING, CAPITAL, TDD AND FEDERAL ASSET SEIZURE FUNDS OF THE CITY OF BALLWIN, ST. LOUIS COUNTY, MISSOURI, PROVIDING FOR EXPENDITURE REVISIONS IN ACCORDANCE WITH SAID BUDGET AND MAKING RE- APPROPRIATIONS THEREOF. This ordinance amends the current fiscal year budget, due to adjustments which have been made within the various departments to address unforeseen situations, fulfill Aldermanic direction and/or to comply with State and Federal mandates. A motion was made by Alderman Roach and seconded by Alderman Fleming for a first reading of Bill 4081, title only. A voice vote was taken with unanimous affirmative result and Bill 4081 was read for the first time. Discussion: None A motion was made by Alderman Fleming and seconded by Alderman Bullington for a second reading of Bill 4081, title only. A voice vote was taken with unanimous affirmative result and Bill 4081 was read for a second time. A roll call vote was taken for passage and approval of Bill 4081 with the following results: Ayes – Aldermen Finley, Roach, Stallmann, Fleming, Leahy, Bullington, Utt, Kerlagon Nays -- None. Bill No. 4081 was approved and became Ordinance No. 20-29 CONSENT ITEMS____________________________________________________________ PARKS – Thrive 450 Fitness Structure/Ferris Park Staff is requesting the Board approve the purchase and installation of the Thrive 450 Fitness Structure through Cunningham Recreation. Discussion: None A motion was made by Alderman Roach and seconded by Alderman Utt to approve the purchase. A voice vote was taken with unanimous affirmative result and the motion passed. BALLWIN, MO 63011 MAYOR’S REPORT__________________________________________________________ Mayor Pogue stated he had sent an email regarding the 2021 business license fees and the possibility of reducing those fees. It is his understanding that there are two ways to determine how a business pays their fees: gross receipts or square footage. Businesses paying based on gross receipts would already have reduced fees because of sales being down. It is proposed that the fee for businesses paying based on square footage be reduced by 20% for fiscal year 2021; this amount would be similar to losses based on the amount of time businesses were forced to close by St. Louis County. Alderman Leahy stated this is reasonable and sounds like a fair agreement. Alderman Roach stated this would be a great way to show Ballwin businesses we are all in this together. Alderman Stallmann asked Finance Officer Denise Keller how the gross receipts fee is figured; Ms. Keller stated that it is based on the previous year’s receipts, so the fee paid in 2021 is based on receipts from 2020. Mayor Pogue asked City Attorney Bob Jones how to include this in next year’s budget; City Attorney Jones stated there should be a motion made to include this in the 2021 budget. A motion was made by Alderman Roach and seconded by Alderman Utt to approve the Mayor’s recommendation to approve the plan developed by staff. A voice vote was taken with unanimous affirmative result and the motion passed. Mayor Pogue also shared that this is the last week for the Feed the Masses food drive. Currently, Ballwin is in second place behind Manchester. Alderman Fleming asked if November 30 is the last day; Mayor Pogue stated that is correct. CITY ADMINISTRATOR’S REPORT___________________________________________________ City Administrator Sterman stated he had received an email from Leah Schroeder who spoke at the November 9 Board Meeting and asked the Board to consider a letter of support for the Borgen group. She included a sample letter; Mr. Sterman emailed the letter to the Board. Mayor Pogue asked that everyone review it and they would consider it at the next meeting. BALLWIN, MO 63011 ALDERMANIC COMMENTS__________________________________________________ Alderman Finley stated that he had an idea in mind and considering the passing of Bob Pisarkiewicz, he wanted to bring it to the Board. He would like to have something identifying “aldermen of distinction”; i.e., those who have served for a certain number of years, etc. He would be willing to be the liaison and work with the Historical Commission and Marie Clark to create a list. Alderman Stallman thanked everyone for observing the moment of silence for Bob Pisarkiewicz. Bob was his next door neighbor and a valued fixture of the neighborhood and the City. He also thanked administrators for lowering the flag in Bob’s memory. Bob’s family was very touched by the gesture. He also wished everyone a Happy Thanksgiving. Alderman Bullington stated he has had a lot of residents in his area asking for any help with the deer population. Mayor Pogue stated he would be reaching out to Lou Salamone with the Suburban Bow Hunters Association to get a report and update on bow hunting in the area. The current bow hunting season ends January 15, 2021. Alderman Finley encouraged his fellow Board members to review/research the Borgen project before deciding if they would want to approve the support letter proposed by Leah Schroeder. A motion was made by Alderman Fleming and seconded by Alderman Finley to adjourn.
