MINUTES
The Minutes from the November 23, 2020, Board of Aldermen meeting were submitted for approval. A motion
was made by Alderman Fleming and seconded by Alderman Stallmann to approve the minutes from the
November 23, 2020 Board of Aldermen meeting as submitted. A voice vote was taken with a unanimous
affirmative result and the motion passed.

2021 BUDGET
Mayor Pogue opened the public hearing for the 2021 Budget which was posted on-line for residents to view. He
asked anyone wishing to speak to use the “raise hand” function and the host would bring that person in as a
panelist. Mayor Pogue asked if anyone wished to speak in opposition; there were no responses. Mayor Pogue
asked if anyone wished to speak in favor; there were no responses. Mayor Pogue closed the public hearing.

BILL 4082 - AN ORDINANCE APPROVING AND ADOPTING AN OPERATIONS BUDGET OF
ANTICIPATED CASH REVENUE AND CASH DISBURSEMENTS FOR THE GENERAL REVENUE
FUND OF THE CITY OF BALLWIN, ST. LOUIS COUNTY, MISSOURI, FOR THE FISCAL YEAR
COMMENCING JANUARY 1, 2021, AND ENDING DECEMBER 31, 2021, PROVIDING FOR
EXPENDITURES IN ACCORDANCE WITH SAID BUDGET AND MAKING APPROPRIATIONS
THEREOF.
This ordinance is for the approval and adoption of the City of Ballwin’s 2021 Operations budget.
A motion was made by Alderman Fleming and seconded by Alderman Finley for a first reading of Bill 4082,
title only. A voice vote was taken with unanimous affirmative result and Bill 4082 was read for the first time.
Discussion:
Alderman Finley stated that Ms. Keller and her staff have done an excellent job with the budget as usual. He
hasn’t heard any negative feedback from constituents in his ward and is fully in favor of passing the budget.
A motion was made by Alderman Fleming and seconded by Alderman Stallmann for a second reading of Bill
4082, title only. A voice vote was taken with unanimous affirmative result and Bill 4082 was read for a second
time.
A roll call vote was taken for passage and approval of Bill 4082 with the following results:
Ayes – Aldermen Finley, Roach, Stallmann, Fleming, Leahy, Bullington, Utt, Kerlagon
Nays -- None.

BILL 4083 - AN ORDINANCE APPROVING AND ADOPTING A BUDGET OF ANTICIPATED CASH

THE CITY OF BALLWIN, ST. LOUIS COUNTY, MISSOURI, FOR THE FISCAL YEAR
COMMENCING JANUARY 1, 2021, AND ENDING DECEMBER 31, 2021, PROVIDING FOR
EXPENDITURES IN ACCORDANCE WITH SAID BUDGET AND MAKING APPROPRIATIONS
THEREOF.

MAYOR’S REPORT__________________________________________________________
HISTORICAL COMMISSION APPOINTMENTS
Board approval is requested for term renewal of Marie Clark, Ken Velten and Irene Wirsing to the Ballwin
Historical Commission. These terms will expire on December 31, 2023. A motion was made by Alderman Roach
and seconded by Alderman Stallman to approve the term renewals. A voice vote was taken with unanimous
affirmative result and the motion passed.
Board approval is requested for the term renewal of Chairman Marie Clark. This term will expire on December
31, 2021. A motion was made by Alderman Bullington and seconded by Alderman Finley to approve the term
renewal. A voice vote was taken with unanimous affirmative result and the motion passed.

David Blinne was nominated to fill the remainder of Alice Mertz’ term. This term will expire on December 31,
2021. A motion was made by Alderman Stallmann and seconded by Alderman Bullington to approve the
nomination. A voice vote was taken with unanimous affirmative result and the motion passed.
JoAnn Graziano Weber was nominated to fill the one-year term of Vice Chairman. This term will expire on
December 31, 2021. A motion was made by Alderman Roach and seconded by Alderman Utt to approve the
nomination. A voice vote was taken with unanimous affirmative result and the motion passed.
Mayor Pogue stated he would like to appoint Michael Swain to fill the remainder of Tracy Bolte’s term on the
Planning and Zoning Commission. A motion was made by Alderman Bullington and seconded by Alderman Utt
to approve his appointment. A voice vote was taken with unanimous affirmative result and the motion passed.
Mayor Pogue shared that he had received correspondence from the VFW Commander regarding the Clean Air
Act. Because the VFW now has paid employees, they no longer qualify as exempt. The VFW staff voted to ask
the City for help with possibly amending the ordinance. Mayor Pogue asked the Board for a motion to authorize
him along with City Attorney Bob Jones to create a draft and work with the VFW regarding their operations.
Alderman Fleming asked if the draft would come back to the Board for discussion; Mayor Pogue stated it would
and, if everyone was in agreement with the draft, the City Attorney would be asked to put it into bill format.
Alderman Finley asked if/when they are open; Mayor Pogue stated they are not currently open because of
restrictions, but, otherwise, they are typically open seven days a week. Alderman Roach asked if any other similar
organization are asking for this change; Mayor Pogue stated this is the only one he has received. Alderman Roach
asked for an updated list of Ballwin non-profits that have liquor licenses; Finance Officer Denise Keller said she
would provide that information for the Board.
A motion was made by Alderman Stallmann and seconded by Alderman Bullington to authorize the Mayor and
City Attorney to work with the VFW to create the draft for their request. A voice vote was taken with unanimous
affirmative result and the motion passed.
Mayor Pogue asked for a motion to cancel the December 28, 2020 Board meeting. A motion was made by
Alderman Stallmann and seconded by Alderman Kerlagon to cancel the meeting. A voice vote was taken with
unanimous affirmative result and the motion passed.
Lastly, Mayor Pogue wished to thank all City staff who strived to continue to make the City successful during
this very challenging year. He also thanked elected officials for their hard work during the year. He then thanked
the residents of Ballwin and encouraged them to continue to support City businesses as they have been. He is
looking forward to 2021 and another successful year for Ballwin.

City Administrator Sterman reminded everyone candidate filing begins on December 15, 2020 at 8:00 a.m.

STAFF REPORTS____________________________________________________________
PARKS – Introduction of Alex Graf
Golf Course and Events Center Manager Alex Graf introduced himself. Alex comes to the City from Top Golf
and has also worked at other area golf courses including Bogey Hills and Whitmoor. Alex stated his goals are
expanding the golf course services and making sure everyone gets a better experience when they visit. Mayor
Pogue welcomed Alex to the City and is looking forward to working with him. Aldermen Stallmann and Roach
also welcomed him.
PARKS – Golf Fees
It is requested that legislation be drafted to update the sections regarding golf rates listed in the City code. The
two sections currently show conflicting rates.
Discussion:
City Administrator Sterman introduced Parks Director Chris Conway’s memo regarding bringing golf fees up to
date. Alderman Bullington stated it would be a good idea and asked about doing this in such a way as to not have
to revisit it all the time. City Administrator Sterman stated that it is recognized that rates do fluctuate for various
reasons. One possibility would be to add a baseline for greens fees with flexibility to change the fees for certain
reasons. Alderman Roach stated eliminating the two sections of the ordinance would be a good idea. City
Administrator Sterman will be working with City Attorney Jones to make the most logical changes. Alderman
Stallmann stated the guidelines are needed and staff should have flexibility.
A motion was made by Alderman Roach and seconded by Alderman Stallmann to draft legislation to update golf
fees. A voice vote was taken with unanimous affirmative result and the motion passed.

Police Department – Update on Deer Hunting
Chief Schaeffler provided an update on deer hunting; Ballwin is in the final phase of the season and allows long
bow and compound bow hunting. Cross bow hunting is not permitted. All hunters must have a state license and
complete a course on hunter safety. All arrows must be permanently marked with the hunter’s identification.
Stands must be at least 10 feet tall and hunters must have insurance. This year, 37 hunters registered and hunted
on a total of 33 parcels of land; 40 deer have been harvested (11 male and 29 female). The Chief will provide a
list of deer harvested and locations. Mayor Pogue stated he had talked with Lou Salamone who shared there was
a lot of success in the Kiefer Creek area. He also shared that St. Louis County has been successful with hunts in
several parks including Queeny and Jefferson Barracks. The Mayor asked Chief Schaeffler if he had statistics on
deer vs. car incidents. The Chief stated he will also send out that information.
Public Works – Update on Leaf Collections
Public Works Superintendent Jim Link reported that 16,688 cubic yards of leaves have been collected; they started
the fourth and final round today, including the contractual portion. They expect to finish Friday. Mayor Pogue
asked if Mr. Link had any idea on why there was such an increase in this year’s collection. Mr. Link responded
that there are several reasons to include the amount of rain we had and the weather has been favorable during the
month for them to collect leaves. Alderman Roach thanked Mr. Link and Public Works for managing this task
every year. Alderman Stallmann stated he hears many compliments. Mayor Pogue asked Mr. Link to convey the
Board’s thanks to Public Works staff.
ALDERMANIC COMMENTS__________________________________________________
Alderman Finley – Update on Notable Aldermanic History.
Alderman Finley has been working with Historical Commission Chairman Marie Clark. They have approximately
21 former aldermen who they would like to recognize. Their initial thought is to have a combination of photos
and a plaque as it may be difficult to get photos of some of the former aldermen; these would be placed in the
boardroom. Other suggestions offered were to have only a plaque with names and service years, using the City’s
website, which could be updated easily or only displaying a picture of the current Board as a whole. Mayor Pogue
stated he appreciated all the work they have done and asked them to continue to look at some other options to
bring back for discussion.
Alderman Finley thanked Public Works Superintendent Link and his staff for the great job they did with leaf
collection. He got a lot of positive feedback and can’t say enough good things for the work provided. He wished
everyone a Merry Christmas and Happy New Year.

Alderman Stallmann stated he appreciated all City staff and the great job everyone did to keep the City going. He
wished everyone a Merry Christmas and Happy New Year.
Alderman Leahy thanked City staff for their work this year and wished everyone a Merry Christmas.
Alderman Utt wished everyone a Merry Christmas.
Alderman Bullington congratulated Public Works staff on a great job with leaf collection and also thanked all
Ballwin staff. He wished everyone a Merry Christmas.
A motion was made by Alderman Fleming and seconded by Alderman Utt to adjourn. The motion was passed by
unanimous affirmative voice vote and the meeting adjourned at 7:54 p.m.
