The meeting was called to order by Mayor Tim Pogue at 6:00 p.m. This public meeting was conducted via Zoom. All members with the exception of Alderman Fleming (absent) participated remotely. A motion was made by Alderman Stallmann and seconded by Alderman Utt to approve the minutes from the March 30, 2020 Board of Aldermen meeting. A voice vote was taken with a unanimous affirmative result and the motion passed. BALLWIN, MO 63011 LEGISLATION_______________________________________________________________ A motion was made by Alderman Bullington and seconded by Alderman Stallmann for a first reading of Bill 4058 to authorize a State of Emergency, title only. A voice vote was taken with a unanimous affirmative result and Bill 4058 was read for the first time. A discussion led by Alderman Finley followed. City Attorney Jones and City Administrator Kuntz provided clarification. A motion was made by Alderman Bullington and seconded by Alderman Stallmann for a second reading of Bill 4058, title only. A voice vote was taken with unanimous affirmative result and Bill 4058 was read for a second time. A roll call vote was taken for passage and approval of Bill No. 4058 with the following results: Ayes – Aldermen Utt, Finley, Roach, Stallmann, Leahy, Bullington, Kerlagon Nays -- None. Bill No. 4058 was approved and became Ordinance No. 20-06. MAYOR’S REPORT__________________________________________________________ Mayor Pogue requested a motion to declare a local state of emergency effective immediately. A motion was made by Alderman Bullington and seconded by Alderman Stallmann to approve this measure. A voice vote was taken with unanimous affirmative result and the motion passed. CITY ADMINISTRATOR’S REPORT___________________________________________________ City Administrator Kuntz explained the guidelines reflected in the emergency shelter in place plan that was drafted by staff for Board consideration. A motion was made by Alderman Bullington and seconded by Alderman Utt to approve the plan as submitted. A voice vote was taken with unanimous affirmative result and the motion passed.
