The meeting was called to order by Chairwoman Pyles at 6:01 p.m.

MINUTES
The Minutes from the September 15, 2025 Parks and Recreation Citizen Advisory Committee meeting
were submitted for approval. A motion to approve as submitted was made by Committee Member
Terbrock and seconded by Committee Member Wheeler. A voice vote was taken with unanimous
affirmative result and the motion passed.
CITIZEN COMMENTS
Resident Lori Stringer of Ballwin Grows Native discussed future dates for Ballwin Grows Native Events.
Resident Olivia Pieknik provided an update on the little libraries and has received several boxes of books
from two separate book sales.
Resident Mike Mclellan reported that he’s happy with the decision of the board to change the mosquito
fogging process. He reports that he’ll take over as the curator of the Ferris Park Butterfly Garden as Phil
Rahn retires.

Mayor Stallman discussed the City’s birthday party will be held at The Pointe on December 27 and 28.
The Pointe will have free admission for the weekend, cupcakes and informational boards regarding
Ballwin’s history.
PRESENTATIONS
AGENDA ITEMS
A. Director Conway introduced Recreation Specialist Jarod Briscuso to the Committee.
Director Conway then provided a report on being awarded the Municipal Park Grant,
Assistant Director John Hoffman’s retirement, hiring for parks superintendent and
recreation superintendent, median maintenance, Ferris Park path removal, the passage of
the fee schedule for The Pointe, and results of The Pointe Membership Survey.
Committee Member COMMENTS
A. Chairwoman Pyles asked Director Conway to look at the memorial plaques and benches
throughout the golf course. Some are in need of replacement or repair.
B. Chairwoman Pyles asked for an update for the crosswalk at Old Ballwin Road and
Manchester Rd. Alderwoman Haug reported that they have met with MoDot and that any
future meetings are on hold until MoDot’s report is completed.
C. Chairwoman Pyles asked Director Conway if he had back from the gentleman interested
in adding a disc golf course at Ferris Park. Director Conway replied that he has not heard
from him since his initial inquiry.
D. Chairwoman Pyles requested that a representative from the Ballwin Historical Commission
attend the next Parks and Recreation Citizen Advisory Meeting on January 19, 2026.
E. Committee Member Wheeler asked if there had been any comments regarding the board's
decision to change the mosquito fogging procedure. Director Conway replied that it was
more of a Public Works function however that he had not heard of any feedback.
F. Committee Member Wheeler asked about having a standard park bench throughout the
Ballwin Parks System. Director Conway replied that the department has implemented a
standard design of benches, tables and trash receptacles. This new design can be found in
Ferris and Vlasis Parks.

G. Committee Member Wheeler mentioned that Forest Relief has good resources for new tree
plantings. Director Conway mentioned that the department has used Forest Relief
previously, but the challenge is the trees provided are often saplings and a challenge to
establish.
H. Chairwoman Pyles set the dates for each of the meetings in 2026. All meetings will be
held at The Pointe at Ballwin Commons on the third Monday of January, March, May,
July, September. The November meeting will be held at The Ballwin Government Center
on the third Monday.

A motion was made by Committee Member Terbrock and seconded by Committee Member Wheeler to
adjourn. The motion was passed by unanimous vote and the meeting was adjourned at 6:56 PM
