The meeting was called to order by Chairwoman Pyles at 6:00 p.m.

MINUTES
The Minutes from the June 12, 2025 Parks and Recreation Citizen Advisory Committee meeting were
submitted for approval. A motion to approve as submitted was made by Committee Member Davis and
seconded by Chairwoman Pyles. A voice vote was taken with unanimous affirmative result and the
motion passed.
CITIZEN COMMENTS
Resident Lori Stringer of Ballwin Grows Native discussed the success of the most recent Ballwin Grows
Native event and plant sale that was held on September 13 at The Pointe at Ballwin Commons. She
commented that their first experience at Ballwin Days was well received and their photo booth was
popular. She stated that Ballwin Grows Native is done until February of 2026. Lastly, she stated she
was happy that the board motioned to exclude mosquito spraying from the 2026 operating budget and
that the city’s approach to spraying would mimic that of St. Louis County which is a more targeted
approach.

PRESENTATIONS
A. Parks and Recreation Director Chris Conway introduced his staff. Fitness Manager Matt
Struemph, Business Manager Gayle Junge and Golf Course Manager Dylan Toole.
B. Dylan Toole provided an update on the activities being held at the Events Center.
C. Matt Struemph provided an update on the Craft Beer Festival per Committee Member
Davis’ request. Committee Member Davis inquired whether the national decline in beer
sales has affected ticket sales. Mr. Struemph provided a report (attached) of ticket sales
for the past five years and added that there have been years where sales have been lower
than 2025.
AGENDA ITEMS
A. Committee Member Davis asked if the department had customer service training around
de-escalation. Director Conway replied that the department doesn’t provide specific
de-escalation training for all staff but with regard to the Lifeguard staff they do cover
customer service topics during in-service training and managers handle most of the other
customer service issues and they attend training periodically.
B. Director Conway provided a report and the past several months of activities within the
Parks and Recreation Department.
C. Director Conway provided the committee with a Pointe membership restructuring
proposal. Report Attached. Director Conway requested a motion for a favorable
recommendation to the Board of Aldermen. A motion was made by Committee Member
Grassi and seconded by Committee Member Wheeler. A voice vote was taken with
unanimous affirmative result and the motion passed.
D. Alderwoman Pam Haug provided an update on Board of Aldermen activities. First,
Alderwoman Haug thanked the Ballwin Days Volunteers for a successful weekend. She
reported that Staff and Alderwoman Gray along with The Missouri Department of
Transportation are discussing options for the mid-block crosswalk located near the
intersection of Old Ballwin Rd. and Manchester Rd. She reported that a new restaurant is
going into the old Mi Lupita location. Alderwoman Haug mentioned that it is budget
season and to visit with the Board of Aldermen or with Director Conway if there are any
budget items that should be considered. Lastly, she mentioned that the Mayor’s Townhall
meeting will be held at The Golf Course Event Center on Wednesday, September 17 at
6:00 pm.

COMMITTEE MEMBER COMMENTS
A. Committee Member Wheeler asked if there has been any movement on Vlasis Pond
Improvements. Director Conway reported that the subsidized funding fell through and
that staff will continue to work on this plan but that there are no imminent plans for pond
improvements.
B. Committee Member Wheeler asked about medians on Manchester Road. Director
Conway stated that Parks and Public Works staff will be working on Saturday, September
20 to perform median cleanup work.
C. Committee Member Grassi made comments on upcoming street work to Oak Run and
that she was happy to see the crosswalk installed at Oak Run and Ferris Park.
D. Alderwoman Haug mentioned leaf pickup would begin at the end of October.
E. Chairwoman Pyles set the date of November 3 at 6:00 pm at The Pointe at Ballwin
Commons for the next Parks and Recreation Citizen Advisory Committee meeting.
ADJOURNMENT
A motion was made by Chairwoman Pyles and seconded by Committee Member McDermott to adjourn.
The motion was passed by unanimous vote and the meeting was adjourned at 7:30 PM
