MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING 1 GOVERNMENT CTR  BALLWIN MO 63011 DECEMBER 6, 2021 Chairman Weaver called the meeting to order at 7:00 p.m. Members in attendance were: PRESENT ABSENT Chairman Mark Weaver Commissioner Gary Carr Secretary Olivia Pieknik Alderman Michael Finley Commissioner Grant Alexander Commissioner Chad Silker Commissioner Mike Swain Commissioner Victoria Winfrey Mayor Tim Pogue Planning Technician Shawn Edghill City Attorney Robert E. Jones Swearing in of Commissioners Chairman Mark Weaver, Secretary Olivia Pieknik, and Commissioner Chad Silker were sworn in for another term by Planning Technician Shawn Edghill. Approval of Minutes A motion was made by Secretary Pieknik to accept the minutes of the November 1, 2021 meeting as submitted. Commissioner Alexander seconded the motion, which received unanimous approval from the Commission members present. SUB 21-03 – Subdivision Consolidation Police Building, 302 Kehrs Mill Rd Petitioner: Mr. Eric Sterman, City of Ballwin City Administrator Eric Sterman addressed the Commission, requesting a positive recommendation to the Board of Aldermen for the lot consolidation of 302 Kehrs Mill Road, a portion of 14913 Man- chester Road, and two unaddressed parcels into a single lot. This is necessary to allow the develop- ment and construction of a police station on the site. Mr. Sterman also gave an update on the pro- gress and timeline of the development. He described the proposed building. Chairman Weaver opened the public hearing and asked if anyone wished to speak in favor of the peti- tions. No one came forward, and Chairman Weaver asked if anyone wished to speak in opposition to the petition. No one came forward, and Chairman Weaver closed the public hearing. Chairman Weaver made a motion to recommend approval of Petition SUB 21-03 to the Board of Al- dermen. Commissioner Silker seconded the motion, which received unanimous approval from the Commission members present. SUB 21-03 - Lot Consolidation The City of Ballwin is proposing to combine the existing lots of 302 Kehrs Mill (formerly 396 Kehrs Mill), a portion of 14913 Manchester Rd, an unaddressed parcel to the south of 302 Kehrs Mill previously dissected from 14915 Manchester (Regions Bank), and an unaddressed parcel located to the east of 302 Kehrs Mill (created from a portion of a former void left by the failure to vacate an alleyway after the creation of Andrews Parkway in 2002) into a single lot. Due to zoning code setback requirements and related property line regulations, this is necessary to allow the development and construction of a police station on the site. 4.
