BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES JUNE 8, 2015 7:00PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Kenneth L. Brewer, III Jane E. Gorman David G. Houser James W. Kresge Bonnie J. LaBar- arrived 7:07 P.M Karey J. Murphy- arrrived 7:05 P.M Robert J. Rhodes, Jr. Others Present: David J. Ceraul, Esq., Solicitor Joseph H. Capozzolo, Mayor Nathaniel J. Dysard, Borough Manager Absent: Michael J. Bilotta PUBLIC COMMENT AND CORRESPONDENCE: 1. Anna Maria Caldara mentioned that the Block Watch Bike Engraving Event had 9 bikes which was a nice turnout. Anna Maria Caldara also gave some updates on the trees at the Viaduct. Mr. Kresge informed Ms. Caldara that her contacts are more than welcome to attend a future Council Meeting. 2. Steve Harvey from 36 N 5th Street spoke about speeding on his street as well as trucks using their J brake on Market Street. 3. Janet Miller mentioned about an opening on the Disruptive Conduct Board. Anna Maria Caldara would like be to on the board and will send a letter to be placed on the agenda for action. APPROVAL OF BILLS TO BE PAID A MOTION to approve the bills to be paid made by Murphy, seconded by Brewer. All were in favor. MOTION carried. MAYORS REPORT: Mayor Capozzolo reported that the Annual Memorial Day Services were a success. He thanked all those involved. He will also be attending the Mayor’s Conference in July. COUNCIL REPORT: Bonnie LaBar spoke about the 140th Anniversary. Donald Jones gave an excellent tour of the downtown area. Also, the Slate Belt Corvette club will have a show on June 20th. Dave Houser thanked the Police, Council, Borough Authority and Borough Staff for participating in the relay for life. SOLICITOR REPORT: No Report. MANGERS REPORT: Bangor Borough Community Newsletter is out and another one will be published in October. AUTHORITY REPORT: No Report PARK BOARD: Oktoberfest will be held Columbus Day weekend. The Park Board will be providing rates to Council in August. NEW BUSINESS 1. A MOTION to approve awarding the bid for 2015 Road Improvements in the amount of $187,410 to Bracalente Construction made by Brewer, seconded by Gorman. All were in favor. MOTION carried. 2. A MOTION to advertise Ordinance #960 Regulating Dumpsters made by LaBar, seconded by Rhodes. All were in favor. MOTION carried. 3. A MOTION to table the advertisement of Ordinance #961 Quality of Life Ordinance made by Houser, seconded by Murphy. Vote 1-6 .Yay Houser. Nay- Kresge, Gorman, LaBar, Murphy, Brewer, Rhodes. 4. A MOTION to advertise the Ordinance #961 Quality of Life Ordinance as amended made by Rhodes, seconded by Brewer. Vote 6-1. Yay- Kresge, Gorman, LaBar, Murphy, Brewer, Rhodes. Nay- Houser. MOTION carried 5. A MOTION to waive Permit Fees for certain roads for Pennsylvania American Water with the understanding that they will pave the roads and handicap ramps in lieu of permit fees made by Houser, seconded by Brewer. All were in favor. MOTION carried. 6. A MOTION to adopt Bangor Memorial Pool Rules & Regulations made by Brewer, seconded by LaBar. All were in favor. MOTION carried. 7. A MOTION to authorize Hough Associates to Prepare Recycling Performance Grant made by Houser, seconded by Brewer. All were in favor. MOTION carried. 8. A MOTION to not sign a lease agreement for the Broadway Lot made by Brewer, seconded by Houser. Vote 6-1. Yay- Kresge, Gorman, Rhoades, Rhodes, Murphy, Brewer. Nay-LaBar. She feels we should give notice to business owners but is also in favor for the nonrenewal. ADDITIONAL PUBLIC COMMENT 1. Bangor Public Library sent a letter of thanks to the Council mentioned by Kresge. 2. Dave Houser mentioned that there are a few grants coming up from the County for technical assistance. ADJOURNMENT A MOTION was made to go into executive session to discuss real estate made Rhodes, seconded by Gorman. All were in favor. MOTION carried.
