1 BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES JUNE 22, 2015 7:00PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Michael J. Bilotta Kenneth L. Brewer, III Jane E. Gorman David G. Houser James W. Kresge Bonnie J. LaBar- arrived 7:02 P.M Karey J. Murphy Robert J. Rhodes, Jr. Absent: Kenneth L. Brewer, III Others Present: David J. Ceraul, Esq., Solicitor Joseph H. Capozzolo, Mayor Nathaniel J. Dysard, Borough Manager APPROVAL OF MINUTES A MOTION to approve the minutes from May 11, 2015 made by LaBar, seconded by Bilotta. All were in favor. MOTION carried. APPROVAL OF BILLS TO BE PAID A MOTION to approve the bills to be paid made by Murphy, seconded by Rhodes. All were in favor. MOTION carried. COUNCIL REPORTS Council President Kresge spoke about the PSAB conference he recently attended. At that conference Mr. Robert Rhodes was awarded the Distinguished Service Award. This marks the second year Bangor Borough was the recipient of this award. Also, it was acknowledged that the Chief of Police had an excellent article online in reference to the recent purchase of the Save a life disk to assist in life saving skills at the quarries. OLD BUSINESS Chief Felchock spoke about the disks that were purchased to assist with the quarries. Once a disk is used it will then be replaced. 2 NEW BUSINESS 1. A MOTION to approve Police Directive Number 4.12.2 was made by Rhodes, seconded by Gorman. All were in favor. MOTION carried. 2. A MOTION Designating Borough Manager as Chief Administrative Officer for Borough Pension Plans made by Rhodes, seconded by Gorman. All were in favor. MOTION carried. 3. A MOTION to appoint Anna Maria Caldara to the Disruptive Conduct Board, made by Houser, seconded by Bilotta. All were in favor. MOTION carried. 4. A MOTION to adopt PennPrime Loss Control Standard Policies made by LaBar, seconded by Rhodes. All were in favor. MOTION carried. 5. A MOTION to approve Oil & Chip for Rutt Road made by Houser, seconded by Bilotta. All were in favor. MOTION carried. 6. A MOTION to adopt Ordinance #960, Regulations of Dumpsters made by Rhodes, seconded by LaBar. All were in favor. MOTION carried. 7. A MOTION to adopt Ordinance #961, Quality of Life Ordinance #961 made by Rhodes, seconded by Murphy. All were in favor. MOTION carried. 8. Borough Council had a discussion in regards to the Northampton County CIPP Grant Program. Since the deadline had been pushed back a few weeks this allows Council to gather more ideas and continue to further discuss. ADDITIONAL PUBLIC COMMENT 140th Anniversary Saturday July 18th - Sabatini’s at 11 A.M - Quarry Mural - Hometown Applianace ADDITIONAL BUSINESS 1. A MOTION to go into executive session, with action being taken following executive session, made by Houser, seconded by Rhodes. All were in favor. MOTION carried. 2. A MOTION to reconvene at 8:45 P.M made by Rhodes, seconded by LaBar. All were in favor. MOTION carried. 3. A MOTION to grant unpaid leave to Chief Felchock with no interruption of benefits made by Rhodes, seconded by Gorman. All were in favor. MOTION carried. 4. A MOTION was made by Houser in the best interest of the Borough of Bangor & the residents to make a motion that Bangor Borough Council take legal action to disband Bangor Borough Authority and to begin the process of assuming control of all operations and assuming assets along with their liabilities, seconded by Murphy. Vote- 6-1 (Labar) Her concern is cost to the Borough and she feels the people at the Authority have been working for the best interests of the Borough 3 ADJOURNMENT A MOTION to adjourn the Bangor Borough Council Meeting made by Bilotta, seconded by Rhodes.
