1 BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES MARCH 14, 2016 7:00PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Robert Goffredo, Sr. Jane E. Gorman James W. Kresge Bonnie J. LaBar- Arrived 7:03 P.M Karey J. Murphy Robert J. Rhodes, Jr Barry G. Schweitzer Others Present: David J. Ceraul, Esq., Solicitor Joseph H. Capozzolo, Mayor Nathaniel J. Dysard, Borough Manager Gillian Bartholomew, Junior Council Member Brian Gembarski, Junior Council Member Absent: Michael J. Bilotta PUBLIC COMMENT AND CORRESPONDENCE: 1. David Houser was present to discuss the upcoming Relay for Life, which will be held on May 20 & May 21, 2016. He also presented Certificates of Participation for the 2015 Relay for Life. NEW BUSINESS 1. A MOTION to table the Disabled Parking Sign at 347 S. 2nd. Street made by Rhodes, seconded by Gorman. All were in favor. MOTION carried. 2. Laura Werkheiser was present to explain about the Authority PennVEST loan the Borough Authority would like to apply for and be considered on the July docket for review. A MOTION to table the advertisement for the PennVEST application was made by Schweitzer, seconded by Gorman.Vote 6-1. Yay- Kresge, Gorman, Goffredo, Rhodes, Murphy, Schweitzer. Nay- LaBar. MOTION carried. 3. A MOTION to approve the Surplus Personal Property Policy made by Gorman, seconded by Murphy. All were in favor. MOTION carried. 4. A MOTION to authorize the Borough to dispose of two old police vehicles that are no longer operational made by Rhodes, seconded by Gorman. All were in favor. MOTION carried. 2 5. A MOTION to release partial funding for Animal Control Officer made by Schweitzer, seconded by LaBar. All were in favor. MOTION carried. 6. A MOTION to approve Police Directive 1.1.3 made by Gorman, seconded by Goffredo. All were in favor. MOTION carried. 7. Council had a discussion on the possibilities of a fee waiver policy. Action will be taken at a future meeting. MAYORS REPORT MANAGERS REPORT 1. Manager Dysard will be attending a Penn Dot meeting regarding the viaduct in the next few weeks. SOLICITORS REPORT COUNCIL REPORT 1. Councilmember Rhodes mentioned that he is working with Manager Dysard on NIMS training. 2. Councilmember LaBar mentioned events that were upcoming in the Borough. ADJOURNMENT A MOTION to adjourn made by Rhodes, seconded by Schweitzer. All were in favor. MOTION carried. The Bangor Borough Council Meeting adjourned at 8:36 P.M.
