BANGOR BOROUGH COUNCIL MEETING

CALL TO ORDER AND PLEDGE TO FLAG

PUBLIC COMMENT AND CORRESPONDENCE
1. Jim LaBar a Borough resident of 303 North 4th Street was present at the meeting to voice
concerns about drug issues in the Borough.
2. Christie DeRea was present to discuss letters she received in regards to the Sewer Tapping
Fee
APPROVAL OF MINUTES
A MOTION to approve the minutes dated February 8, 2016 & February 22, 2016 made by
LaBar, seconded by Gorman. All were in favor. MOTION carried.
APPROVAL OF BILLS TO BE PAID
A MOTION to approve the bills totaling $140,891.91 to be paid made by Bilotta, seconded
by Rhodes. All were in favor. MOTION carried.
ACTION ITEMS
1. A MOTION to advertise the PennVest application of the Borough Authority made by
Schweitzer, seconded by made by Rhodes. All were in favor. MOTION carried.
2. A MOTION to approve the Safety and Risk Management Statement made by Goffredo,
seconded by LaBar. All were in favor. MOTION carried.

3. A MOTION to approve the Inter-Municipal Agreement for youth softball between Upper
Mount Bethel Township and Bangor Borough made by Bilotta, seconded by Murphy. All
were in favor. MOTION carried.
4. A MOTION to approve the fee waiver policy made by Schweitzer, seconded by Rhodes.
Vote 7-1. Yay-Kresge, Gorman, Murphy, Bilotta, Rhodes, Schweitzer, Goffredo. Nay- LaBar
5. Manager Dysard explained the CDBG Grant Application and asked if Council has any
recommendations for the grant to have submitted by the April meeting.
6. Manager Dysard gave a policy brief about the current Walk Works Program in the
community and how walkability can be included in future planning documents.
7. Manager Dysard informed Council that there are currently three Eagle Scouts projects in
process in the Borough at this time.
MANAGERS REPORT
1. Manager Dysard reported that he recently attended a Penn Dot meeting regarding the
Messinger Street Bridge. JD Eckman was awarded the project and construction may begin
mid-April.
COUNCIL REPORTS
1. Councilmember LaBar reported that the 141st Anniversary Committee will be meeting the
1st Tuesday at Renee’s Café.

A MOTION to adjourn made by Bilotta, seconded by Rhodes. All were in favor. MOTION carried.
