BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES APRIL 11, 2016 7:00PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Michael J. Bilotta Robert Goffredo, Sr. Jane E. Gorman James W. Kresge Bonnie J. LaBar- Arrived 7:03 P.M Karey J. Murphy Robert J. Rhodes, Jr Barry G. Schweitzer Others Present: Joseph H. Capozzolo, Mayor David J. Ceraul, Esq., Solicitor Nathaniel J. Dysard, Borough Manager Brian Gembarski, Junior Council Member Absent: Gillian Bartholomew, Junior Council Member PUBLIC COMMENT AND CORRESPONDENCE: 1. Anna Marie Caldera was present to follow up on a request to PennDOT to keep the trees by the viaduct preserved to the best of their ability during the reconstruction of the Viaduct. Manager Dysard mentioned that a letter had been submitted to PennDOT. NEW BUSINESS 1. A MOTION to allow the Bangor Middle School to have a clean-up day in the Borough on May 25, 2016 from 10:30 A.M -1:30 P.M made by Bilotta, seconded by Murphy. All were in favor. MOTION carried. 2. A MOTION to have the Memorial Day parade on May 30, 2016 in the Borough made by Gorman, seconded by Rhodes. All were in favor. MOTION carried. 3. A MOTION to approve road closure of Third Avenue for the Faith Christian 5K Run made by LaBar, seconded by Bilotta. All were in favor. MOTION carried. 4. A MOTION to approve the application to Northampton County CDBG for road work. The estimated cost is $111,000, which approximately $95,000 is requested from CDBG and the Borough will be liable for the remainder, made by Goffredo, seconded by Rhodes. All were in favor. MOTION carried.  5. A MOTION to waive the fee for the Borough wide yard sales for May 27-29 made by Bilotta, seconded by LaBar. All were in favor. MOTION carried. 6. A MOTION to approve the Manny Klages Eagle Scout project made by Schweitzer, seconded by Murphy. All were in favor. MOTION carried. Council approved the concept of the project, details must be approved by the Borough Manager. 7. A MOTION to approve Will Menhennitt’s Eagle Scout project made by Schweitzer, seconded by Rhodes. All were in favor. MOTION carried. Council approved the concept of the project, details must be approved by the Borough Manager. 8. A MOTION to approve the Bangor Borough Authority to televise the sewer mains under Market Street not to exceed $19,000 made by Schweitzer, seconded by Goffredo. Vote 7-1. Yay- Kresge, Gorman, Bilotta, Murphy, Schweitzer, Rhodes, Goffredo. Nay- LaBar. MOTION carried. 9. Borough Council had a discussion on Disabled Parking Space Regulations in the Borough. In order to apply for a Disabled Parking Space, the applicant will have to have a license plate. 10. Council had a discussion on the Open Burning Ordinance that currently exists in the Borough. A new burning Ordinance was presented and discussed to update old requirements. Action will be taken at a later date. 11. Council reviewed and had a discussion on the Fee Schedule Amendments. This area will be revisited next month. PARK BOARD REPORT 1. Joann Karasek was present and informed Council that the Summer Activities are finalized for the events at the park. Philip Pinto with be in charge of running the youth basketball league this year. MAYORS REPORT 1. Mayor Capozzolo thanked Liberty Fire Company for a wonderful banquet which was held at the Broadway Pub last month. BANGOR AUTHORITY 1. Barry Schweitzer reported that there is a tentative management agreement with the Authority. MANAGERS REPORT 1. Manager Dysard mentioned that the Bangor Farmers’ Market will have their opening day on May 15, 2016. Also, the Borough will be kicking off a WalkWorks program beginning in May. COUNCIL REPORT 1. Council Vice-President Gorman thanked Brooke Kerzner for all her volunteer efforts for the Borough.  2. Council Member LaBar mentioned events that were upcoming in the Borough. ADJOURNMENT A MOTION to adjourn meeting into excessive session at 8:50 P.M to discuss personnel matter with action to follow made by Rhodes, seconded by Gorman. All were in favor. MOTION carried. Council came back from executive session into public meeting at 9:01. 1. A MOTION to approve leave for Chief Felchock made by Rhodes, seconded by LaBar. All were in favor. MOTION carried. A MOTION to adjourn meeting made by Bilotta, seconded by Goffredo. All were in favor. MOTION carried. The Bangor Borough Council Meeting adjourned at 9:02P.M.
