BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES JANUARY 9, 2017 7:00PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Michael J. Bilotta Robert Goffredo, Sr. Jane E. Gorman James W. Kresge Robert J. Rhodes, Jr. Barry G. Schweitzer Robert W. Engle Others Present: Joseph H. Capozzolo, Mayor Nathaniel J. Dysard, Borough Manager Brian Gembarski, Junior Council Member Absent: Bonnie J. LaBar David J. Ceraul, Esq., Solicitor ACTION ITEMS 1. A MOTION to accept Police Directives 1.1.1 (Written Directive System, 1.7.1 (Protective Soft Body Armor), 3.7.2 (Response to and Documenting Motor Vehicle Crashes) and 3.8.1 (Photographic Lineup) was made by Engle, seconded by Rhodes. All were in favor. MOTION carried. 2. Manager Dysard indicated that the various board vacancies have been advertised. Currently no one new has applied for the positions. A MOTION to reappoint David Ceraul as Borough Solicitor, Ronald Karasak as Borough Alternate Solicitor, Ott Consulting as Borough Engineer, Robert Collura as Borough Alternate Engineer, Barry Isset & Associates Borough Code Officer/Building Inspector, Robert Rhodes as Emergency Management Coordinator and Heather Major as Assistant Emergency Management Coordinator was made by Gorman, seconded by Engle. All were in favor. MOTION carried. 3. A MOTION was made by Bilotta to reappoint Leila Ross to the Zoning Hearing Board for a five year term and Ronald Karasak for a one year term as Zoning Board Borough Solicitor, seconded by Rhodes. All were in favor. MOTION carried.  4. A MOTION was made by Rhodes, seconded by Bilotta to appoint Manager Dysard and Bonnie LaBar to the one year term for the Neighborhood Partnership Program Board. All were in favor. MOTION carried. 5. A MOTION to reappoint Barry Schweitzer to the Slate Belt Council of Governments for a one year term was made by Engle, seconded by Rhodes. All were in favor. MOTION carried. 6. A MOTION to reappoint Janet Miller and Laura Werkheiser to the Planning Commission Board for a four year term was made by Bilotta, seconded by Gorman. All were in favor. MOTION carried. 7. A MOTION to reappoint Debra Smith (First Ward) to the Park Board for a five year term was made by Engle, seconded by Gorman. All were in favor. MOTION carried. 8. A MOTION to reappoint Michelle Roussos to a five year term on the Bangor Borough Authority Board, Margle Law as the Bangor Borough Authority Solicitor and HRG as Engineer to a one year term was made by Rhodes, seconded by Engle. All were in favor. MOTION carried. 9. The board discussed an increase in compensation for the tax collector. A MOTION was made by Engle and seconded by Gorman to approve a $1,000.00 rate increase for the first year and $500.00 for the next three years. All were in favor. MOTION carried. ADJOURNMENT A MOTION to adjourn was made by Engle, seconded by Rhodes. All were in favor. MOTION carried. The Bangor Borough Council Meeting adjourned at 7:46 P.M.
