BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES JANUARY 23, 2017 7:00PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Robert Goffredo, Sr. Jane E. Gorman James W. Kresge Robert J. Rhodes, Jr. Robert W. Engle Others Present: Joseph H. Capozzolo, Mayor Nathaniel J. Dysard, Borough Manager David J. Ceraul, Esq., Solicitor Absent: Bonnie J. LaBar Michael J. Bilotta Barry G. Schweitzer Brian Gembarski, Junior Council Member PUBLIC COMMENT 1. David Houser requested the status on a couple of properties in the borough that are in disrepair. Manager Dysard has been in contact with the property owners. APPROVAL OF MINUTES A MOTION to approve the minutes dated December 12, 2016 & December 28, 2016 was made by Engle, seconded by Goffredo. APPROVAL OF BILLS TO BE PAID A MOTION to approve the bills totaling $158,809.53 to be paid was made by Rhodes, seconded by Engle. All were in favor. MOTION carried. ACTION ITEMS 1. A MOTION was made by Rhodes, seconded by Engle to approve the leave request for the Police Chief with no interruption of benefits. All were in favor. MOTION carried. 2. A MOTION to authorize advertisement of the proposed tax collector compensation ordinance #968 was made by Gorman, seconded by Goffredo. All were in favor, MOTION carried. 3. A MOTION to accept Police Directives 1.2.8 (Light Duty Policy) and 1.7.2 (Training Class Dress Code) was made by Rhodes, seconded by Engle. All were in favor. MOTION carried. 4. A MOTION was made by Engle, seconded by Rhodes to appoint Melissa Sylvester as Acting Chief of Police for an eight week period starting February 8th. All were in favor. MOTION carried. 5. A MOTION was made by Gorman, seconded by Goffredo to approve the 2016 list of per capita exonerations that were provided by the tax collector. All were in favor. MOTION carried. 6. A MOTION to authorize the advertisement of Audit RFP # 2017-01 was made by Gorman, seconded by Rhodes. All were in favor, MOTION carried. 7. Manager Dysard indicated that the Borough has been participating in the State Funded Walk Works program for two years. A MOTION was made by Goffredo, seconded by Gorman to approve the proposed Walk Works Health Policies Resolution. All were in favor, MOTION carried. 8. Council discussed the draft Park Board Ordinance Revisions. COUNCIL COMMENTS 1. Solicitor Ceraul thanked everybody for their extended sympathies upon the death of his father-in-law. 2. Chief of Police Felchock commented that the Local Truck Traffic Only signs that were posted on First and North Main Street have significantly reduced the truck traffic. ADJOURNMENT A MOTION to adjourn was made by Engle, seconded by Rhodes. All were in favor. MOTION carried. The Bangor Borough Council Meeting adjourned at 7:29 P.M.
