BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES May 22, 2017 7:00PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Robert Goffredo, Sr. James W. Kresge Michael J. Bilotta Jane E. Gorman Robert W. Engle Robert J. Rhodes, Jr. Joseph H. Capozzolo, Mayor Others Present: Nathaniel J. Dysard, Borough Manager David J. Ceraul, Esq., Solicitor Brian Gembarski, Junior Council Member Sascha Gutierrez, Junior Council Member Absent: Bonnie J. LaBar Barry G. Schweitzer PUBLIC COMMENT 1. Anna Maria Caldara was present to give council a list of Block Watch activities. 2. Duane Miller expressed his concern about Pennsylvania American Water Co. digging on North Fifth Street since the road was recently redone. APPROVAL OF MINUTES A MOTION to approve the minutes dated April 10, 2017 & April 24, 2017 was made by Bilotta, seconded by Rhodes. All were in favor. MOTION carried. APPROVAL OF BILLS TO BE PAID A MOTION to approve the bills totaling $194,270.79 to be paid was made by Goffredo, seconded by Gorman. All were in favor. MOTION carried. ACTION ITEMS 1. Council discussed funding options for the Messinger Street Culvert project. A MOTION to approve the engineering and bid preparation costs of $58,000 in order to prepare for a PennVest grant for the Messinger Street Culvert was made by Engle, seconded by Bilotta. All were in favor. MOTION carried. Mayor Capozzolo will talk to Senator Scavello about any other funding opportunities the Borough might have. 2. A MOTION to award the 2017 Road Paving bid to the lowest qualified bidder Bracalente Construction for $98,986.70 was made by Goffredo, seconded by Gorman. All were in favor. MOTION carried.  3. Manager Dysard reported that he received a letter from Pennsylvania American Water Company advising the Borough that they are preparing to install new water mains on North Fifth Street between Pennsylvania Avenue and Market Street. Manager Dysard met with a representative from PAWC about the Borough’s paving projects and they advised that the Borough streets being paved this year are not listed on any upcoming PAWC projects. A MOTION was made by Goffredo, seconded by Rhodes to approve waiving the Borough paving permit fees and PAWC will pay for the mill and overlaying of the pavement from curb to curb in the municipal portion of the project disturbed during this work. All were in favor. MOTION carried. 4. Manager Dysard updated Council on the Seventh Street lighting concern from the last meeting. Kevin Strawn (Borough’s electrician) expressed concerns that the light is not the Borough’s. The representative from Met-Ed explained that years ago someone other than Met-Ed put up the poles and normally an agreement would have been in place turning poles over to the municipality. Dysard explained that there are a few street lights in the borough that are not Met-Ed owned but the borough pays Met-Ed to maintain the light fixture. Since the entity that installed the lights no longer exists then the Borough will take responsibility. Kevin Strawn is going to get a quote to Borough Council for consideration. 5. Manager Dysard updated Borough Council on the downtown improvement projects. The planters have been set-up downtown and the trees are on order. The banners arrived and the signs are on order. COUNCIL COMMENTS 1. Mayor Capozzolo updated council on the Relay for Life that was held on May 19th and 20th. He also stated that the middle school downtown clean-up will be taking place on May 24th and the Memorial Day ceremony will take place on May 29th at St. John’s Cemetery. 2. Council President mentioned the issue of dump trucks (WCT on side of trucks) on 512. Kresge researched WCT and found that the company is in Bangor and sells mulch. He contacted them and advised them the trucks are destroying North Main Street and asked if they could use a different route. He plans on following up with WCT. ADJOURNMENT A MOTION to adjourn was made by Rhodes, seconded by Engle. All were in favor. MOTION carried. The Bangor Borough Council Meeting adjourned at 8:34 P.M.
