BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES May 8, 2017 7:00PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Michael J. Bilotta Robert Goffredo, Sr. James W. Kresge Robert J. Rhodes, Jr. Barry G. Schweitzer Robert W. Engle Jane E. Gorman Others Present: Joseph H. Capozzolo, Mayor Nathaniel J. Dysard, Borough Manager David J. Ceraul, Esq., Solicitor Sascha Gutierrez, Junior Council Member Brian Gembarski, Junior Council Member Absent: Bonnie J. LaBar PUBLIC COMMENT 1. April Fisher (410 S. 7th Street) and Denise Cannavo (390 S. 7th Street) were present to discuss the street lighting concerns on their street. Manager Dysard indicated that he believes the borough did not put in the poles and that they were put up privately. The borough does pay Met-Ed for those lights and it’s disappointing that they are not taking responsibility for the problem. The borough did hire an electrician and once the quotation is received it will be reviewed by Borough Council and there will be an update at the next Council meeting. 2. Janet Miller thanked the Borough for allowing the library to use their building for the book sale. Approximately $2,000 was raised. 3. Duane Miller (60 N. 5th Street) indicated that the Block Watch might be disbanded due to a lack of volunteers. Duane asked if Council could help the Block Watch in the future. Laura Werkheiser commented that the National Block Watch Association could be contacted for their suggestions. President Kresge will discuss this with the Bangor Block Watch members. 4. David Houser addressed some of his concerns involving the Authority and brought up the idea of selling the sewer system. Several members of Council and the Mayor inquired about why the sale was being discussed now. Manager Dysard indicated that Houser sent him an email asking him to contact a member from the Pennsylvania American Water Company regarding the sale of the Bangor Sewer System. Direction was provided by Council to have the Authority Board publicly discuss any potential sale. A separate discussion then took place regarding the agenda item for approval to advertise the Authority building for sale. A MOTION was made by Schweitzer, seconded by Rhodes to table the advertisement of the sale of the Authority building. All were in favor, MOTION carried. ACTION ITEMS 1. A MOTION was made by Engle, seconded by Rhodes to adopt the Resolution to apply for the CFA Greenways, Trails and Recreation Grant to fund the Memorial Park access enhancement project. All were in favor, MOTION carried. 2. Council discussed the summary of engineering costs to prepare bid documents for the Messinger Street Culvert and other options/concerns. Manager Dysard explained that there is possible grant funding from PennVest to replace a portion of the culvert. Council will be asked to consider funding the engineering work in order to apply for the grant funding. COUNCIL COMMENTS 1. Schweitzer commented again on the problem of the truck traffic on North Main Street. 2. Goffredo talked to State Representative Joe Emrick concerning the previously discussed straightening 512 issue. Emrick discussed this with Senator Mario Scavello and they are willing to have a meeting with Borough Council. A MOTION was made by Engle, seconded by Gorman to authorize President Kresge, Council Member Goffredo and Manager Dysard to have a meeting with Emrick and Senator Scavello to discuss this matter and report back to Borough Council. All were in favor, MOTION carried. 3. Engle mentioned the sink holes in North Main, PA Avenue, Seventh and 512. 4. Mayor Capozzolo reminded everyone of the upcoming Memorial Day Ceremony. 5. Manager Dysard indicated that the interviews for the PT Public Works Employee is going well and someone will be selected shortly. ADJOURNMENT A MOTION to adjourn was made by Rhodes, seconded by Bilotta. All were in favor. MOTION carried. The Bangor Borough Council Meeting adjourned at 8:18 P.M.
