BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES March 27, 2017 7:00PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Robert Goffredo, Sr. James W. Kresge Robert J. Rhodes, Jr. Barry G. Schweitzer Robert W. Engle Others Present: Joseph H. Capozzolo, Mayor Nathaniel J. Dysard, Borough Manager David J. Ceraul, Esq., Solicitor Brian Gembarski, Junior Council Member Sascha Gutierrez, Junior Council Member Absent: Bonnie J. LaBar Michael J. Bilotta Jane E. Gorman PUBLIC COMMENTS 1. Barry Schweitzer invited members of A Clean Slate and The Bloom Creative Studio (Carol Anderson, Jasmine) to the meeting to discuss what non-profit programs they are doing for the community. 2. David Houser informed Borough Council of the event at Wind Gap park on April 1st discussing the proposed Sludge-Conversion Plant to be built in Plainfield Township. Also, he wanted Council to be aware of the letter sent by Pen Argyl Borough to the Plainfield Township planning commission, stating the borough’s opposition to a variance application by Synagro Technologies. APPROVAL OF MINUTES A MOTION to approve the minutes dated February 13, 2017 & February 27, 2017 was made by Goffredo, seconded by Rhodes. All were in favor. MOTION carried. APPROVAL OF BILLS TO BE PAID A MOTION to approve the bills totaling $315,841.76 to be paid was made by Engle, seconded by Goffredo. All were in favor. MOTION carried. ACTION ITEMS 1. A MOTION was made by Goffredo, seconded by Engle to adopt Ordinance #970 (Bangor Borough Wireless Communications Facilities Ordinance.) All were in favor. MOTION carried. 2. A MOTION was made by Rhodes, seconded by Goffredo to adopt Ordinance #971 (Medical Marijuana Performance Standards and Use Regulations Ordinance.) All were in favor, MOTION carried. Mayor Capozzolo suggested having Bangor Borough put impact fees for medical marijuana facilities in the state. 3. A MOTION was made by Rhodes, seconded by Engle to adopt the updated Civil Service Rules and Regulations. All were in favor, MOTION carried. 4. Manager Dysard stated that the COG asked the Borough to provide a letter regarding their participation in the Multi-Municipal Comprehensive Plan and approve a resolution. Council discussed the modification to the resolution that puts limitations on the Borough’s matched commitment. A MOTION was made by Schweitzer, seconded by Goffredo to approve the resolution. All were in favor, MOTION carried. A MOTION was made by Schweitzer, seconded by Goffredo to amend the resolution to put a cap on the match at $9,200. All were in favor, MOTION carried. ADDITIONAL PUBLIC COMMENTS 1. Michelle who works as the coordinator at A Clean Slate was present to introduce herself and tell Council that her main goal is to help families and individuals with drug/alcohol problems. 2. David Houser had three comments concerning the eroded streets/sidewalks due to storm water drains at the 400 block of North Seventh Street, the possible illegal residential business at 604 Grand Avenue and cars parked in the yard at 236 North Eight Street. COUNCIL COMMENTS 1. Manager Dysard thanked Public Works for keeping the roads clear during the previous snow event. 2. Council President Kresge mentioned some suggestions that were brought to his attention for Council to consider concerning Broadway between 191 and 512. One suggestion was to turn that area into a one-way. The intent would be that this would help with parking. Manager Dysard investigated this and no gained parking spaces would be obtained. A one- way would possibly limit truck traffic because traffic could not go up from 512 to 191. A one-way might also help with the safety of pedestrians shopping downtown. ADJOURNMENT A MOTION to adjourn was made by Schweitzer, seconded by Engle. All were in favor. MOTION carried. The Bangor Borough Council Meeting adjourned at 7:50 P.M.
