BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES August 14, 2017 7:00PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Michael J. Bilotta James W. Kresge Robert J. Rhodes, Jr. Barry G. Schweitzer Robert W. Engle Jane E. Gorman Robert Goffredo, Sr. Others Present: Joseph H. Capozzolo, Mayor Nathaniel J. Dysard, Borough Manager Absent: Bonnie J. LaBar Sascha Gutierrez, Junior Council Member David J. Ceraul, Esq., Solicitor ACTION ITEMS 1. Jeff Ott was present to discuss the draft DEP mandated Pollutant Reduction Plan that is a requirement for the MS4 compliance. A MOTION was made by Rhodes, seconded by Engle to authorize the submission of the Pollutant Reduction Plan to DEP. All were in favor. MOTION carried. 2. Manager Dysard stated that he worked on the PennVest grant application submission for the Messinger Street culvert with Jeff Ott. A MOTION was made by Schweitzer, seconded by Rhodes to approve a Resolution for submitting the application to PennVest. All were in favor, MOTION carried. 3. A MOTION was made by Schweitzer, seconded by Goffredo to approve the sale of 58 Market Street to Rugg, Inc. for $135,001. All were in favor, MOTION carried. 4. A MOTION to accept Police Directives 1.3.3 (Recording of Police Activity), 3.2.2 (Interviews, Custodial Interrogations, & Access to Counsel), 3.4.1 (Escape from Detention Facilities), 3.6.1 (Patrol), 3.6.2 (Daily Vehicle Check Record DVCR), and 3.11.1 (Computer & Electronic Device Storage Seizures) was made by Engle, seconded by Rhodes. All were in favor. MOTION carried. 5. Police Chief Felchock is requesting to use $1,792.00 from the police wish fund to send Officer Jones to Penn State’s POSIT class. A MOTION was made by Engle, seconded by Rhodes to approve the request. All were in favor. MOTION carried.  6. Manager Dysard reported that the Park Board has been working to repair the sign at Memorial Park along Market Street. Since the sign is in very poor condition the Park Board approved replacing the sign. A MOTION was made by Gorman, seconded by Rhodes to authorize the Park Board to utilize Board funds for the purchase of the sign for $5,365.39. All were in favor. MOTION carried. COUNCIL COMMENTS 1. Manager Dysard commented the meeting packets included the monthly reports from various boards and activities of the borough. 2. Council member Schweitzer stated that selling 58 Market Street was a good thing and the funds will be used for preventative maintenance on the sewer system. 3. Council member Gorman reminded everyone about Octoberfest on October 21st and asked for volunteers. 4. Council President Kresge squashed the rumor circulating around the town concerning Bangor joining the Slate Belt Regional Police Force. ADJOURNMENT A MOTION to adjourn was made by Rhodes, seconded by Gorman. All were in favor. MOTION carried. The Bangor Borough Council Meeting adjourned at 7:33 P.M.
