PUBLIC COMMENT
1. Leila Ross (129 Messinger Street) asked for an update on the Messinger Street Culvert
project. Manager Dysard stated that PennVest’s Board meeting will be held later in the
week and a response should be heard from them shortly. She also questioned why snow
emergency signs were placed on both sides of Messinger Street this year. Manager Dysard
stated that this is a safety issue and that residents on a snow emergency route will have to
park on the side streets during significant snow falls of more than 8 inches.
Mayor Capozzolo gave an update on the Messinger Bridge Opening Ceremony. The new
date is October 28th at 11:00 A.M.
ACTION ITEMS
1. Attorney Karasak was present to discuss with Borough Council a petition submitted by
Liberty Fire Company to vacate Silk Street and an unnamed alley off 8th Street. Attorney
Karasak asked for this to be tabled due to not have all the signatures in place. A MOTION
was made by Engle, seconded by Schweitzer to table this for a later date. All were in favor.
MOTION carried.
2. A MOTION to accept Police Directive 5.1.1 (Bangor Police Assisting in Recovery
Program) was made by Rhodes, seconded by Engle. All were in favor. MOTION carried.
3. Manager Dysard discussed the draft 2018 Budgets for the Authority Sewer/Sanitation/ and
Borough to Borough Council and addressed any questions/concerns.
COUNCIL COMMENTS
1. Council Member Goffredo apologized to Borough Council for not being able to attend the
last Council meeting.
2. Fire Chief Engle updated Borough Council on the Halloween Parade being held on October
19th.
3. Solicitor Ceraul commented that the appeal for the Century House Parking Lot assessment
has been filed in County Court. Solicitor Ceraul will work with Manager Dysard and
Public Works on the signage at the lot.
ADJOURNMENT
A MOTION to adjourn the meeting and go into Executive Session at 8:05 P.M. to discuss
potential litigation and a personnel matter, with no action to follow was made by Rhodes, seconded
by Engle. All were in favor. MOTION carried.
