BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES FEBRUARY 11, 2019 7:00PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: James W. Kresge Barry G. Schweitzer Robert W. Engle Michael J. Bilotta Robert Goffredo, Sr. Jane E. Gorman Others Present: Nathaniel J. Dysard, Borough Manager Brooke Kerzner, Mayor David J. Ceraul, Esq., Solicitor Erika Neetz, Junior Council Member Daryl Gutierrez, Junior Council Member Absent: Lisa Fogel Mayor Kerzner swore in Ryan Sabatine as the new full-time police officer. APPROVAL OF MINUTES A MOTION to approve the minutes dated January 14, 2019 & January 28, 2019 was made by Engle, seconded by Bilotta. All were in favor. MOTION carried. ACTION ITEMS 1. A MOTION to appoint Kurt Krouse to the Zoning Hearing Board and Adam Huber as the Alternate for a five-year term was made by Goffredo, seconded by Engle. All were in favor. MOTION carried. 2. A MOTION was made by Bilotta, seconded by Gorman to approve exempting the tax collector from billing the borough for the municipal taxes on the North Main Street Parking Lot. All were in favor. MOTION carried. 3. A MOTION was made by Engle, seconded by Gorman to approve the PennVEST Reimbursement Resolution. All were in favor. MOTION carried. 4. A MOTION was made by Gorman, seconded by Engle to approve the PennVEST Authorized Signers Resolution, stating that the Borough Secretary and Borough Manger will be signers for the grant documents of behalf of the borough. All were in favor. MOTION carried. 5. A MOTION was made by Bilotta, seconded by Goffredo to authorize the advertisement of the Uniform Construction Codes Ordinance # 986. All were in favor. MOTION carried. 6. Manager Dysard reviewed the Property Maintenance and Abandoned Property Registration Ordinance with Council. A MOTION was made by Goffredo, seconded by Engle to authorize advertisement of the Property Maintenance and Abandoned Property Registration Ordinance # 987. All were in favor. MOTION carried. 7. Manager Dysard and Council continued their conversation concerning the PennDOT turnback of Broadway, Messinger and South 8th Streets. Manager Dysard will contact PennDOT regarding items of concern brought forth by Council and report back to Council at the next meeting. COUNCIL COMMENTS 1. Junior Council Member Erika Neetz commented that the Bangor Girls and Boys Basketball teams made it to the semi-finals. 2. Mayor Kerzner commented that the borough’s food banks are running low on supplies and asked if anyone could donate. The Chocolate Trail downtown will be held on February 17th. 3. Council President Kresge reported that he along with Council Member Goffredo met with representatives from the Bangor School Board regarding Bangor’s 100th game. Kresge and Goffredo discussed the highlights of the meeting with Council and felt it was positive. A resident was present from Bangor Street and had concerns regarding rental properties and the responsibilities of the landlord. Manager Dysard reported that he received information regarding this issue and forwarded it to the Code Enforcement Officer for his review and follow-up. ADJOURNMENT A MOTION to adjourn was made by Engle, seconded by Bilotta. All were in favor. MOTION carried. The Bangor Borough Council Meeting adjourned at 8:12 P.M. All were in favor. MOTION carried.
