BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES FEBRUARY 25, 2019 7:00PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: James W. Kresge Barry G. Schweitzer Robert W. Engle Michael J. Bilotta Robert Goffredo, Sr. Others Present: Nathaniel J. Dysard, Borough Manager Brooke Kerzner, Mayor David J. Ceraul, Esq., Solicitor Erika Neetz, Junior Council Member Daryl Gutierrez, Junior Council Member Absent: Lisa Fogel Jane E. Gorman PUBLIC COMMENT 1. Leila Ross of 129 Messinger Street was present to hear any updates regarding the Messinger Street Culvert Project. APPROVAL OF BILLS TO BE PAID A MOTION to approve the bills totaling $247,765.86 to be paid was made by Bilotta, seconded by Goffredo. All were in favor. MOTION carried. ACTION ITEMS 1. A MOTION was made by Goffredo, seconded by Engle to adopt the Uniform Construction Codes Ordinance #986. All were in favor. MOTION carried. 2. A MOTION was made by Engle, seconded by Goffredo to adopt the Property Maintenance and Abandoned Property Registration Ordinance # 987. All were in favor. MOTION carried. 3. Manager Dysard and Council continued their discussion regarding the PennDOT Highway Transfer Program. Council decided to have Manager Dysard prepare cost estimates for North Main Street. COUNCIL COMMENTS 1. Junior Council Member Neetz commented that The Bangor Elks Bingo Bonanza was a success. 2. Mayor Kerzner commented that The Chocolate Tour downtown was a success. Kerzner congratulated the Bangor Police Department for their recent arrest on Market Street. 3. Manager Dysard stated that the borough purchased a new dump truck that was budgeted. Dysard updated Council on the Multi-Municipal Comprehensive Plan. This has been on hold for a few years due to lack of funding. Slate Belt Rising is applying funds towards the Comprehensive Plan to get the plan moving forward. Slate Belt Rising, CACLV, LVPC and Northampton County are supporting this Plan. The existing COG organization will only be used as a tool to communicate with all the communities since the majority have a seat on the COG. A MOTION was made Engle, seconded by Goffredo to appoint Mayor Kerzner, Manager Dysard and Council President Kresge as the Multi-Municipal Comprehensive Plan Representatives for Bangor Borough. All were in favor. MOTION carried. 4. Council President Kresge commented that there is a vacancy on the Bangor School Board. ADJOURNMENT President Kresge stated that an Executive Session will be held following the meeting to discuss personnel matters with no action to follow.
