BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES MARCH 25, 2019 7:00PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: James W. Kresge Robert Goffredo, Sr. Barry G. Schweitzer Jane E. Gorman Michael J. Bilotta Lisa Fogel Others Present: Nathaniel J. Dysard, Borough Manager David J. Ceraul, Esq., Solicitor Daryl Gutierrez, Junior Council Member Brooke Kerzner, Mayor Erika Neetz, Junior Council Member Absent: Robert W. Engle PUBLIC COMMENT 1. Jana Morris was present from Recovery Revolution to discuss with Council the issue of their cut in funding from the County. Slate Belt clients that are County funded will no longer be able to come to the Bangor location for treatment. Council President Kresge commented that Recovery Revolution is an asset to the borough. Morris will address this with County Council. APPROVAL OF MINUTES A MOTION to approve the minutes dated February 11, 2019 and February 25, 2019 was made by Bilotta, seconded by Goffredo. All were in favor. MOTION carried. APPROVAL OF BILLS TO BE PAID A MOTION to approve the bills totaling $293,290.45 to be paid was made by Goffredo, seconded by Gorman. All were in favor. MOTION carried. ACTION ITEMS 1. Manager Dysard reported that the Authority Board is recommending removal of Michelle Roussos from the Authority Board due to missing the last four consecutive meetings. A MOTION was made by Schweitzer, seconded by Goffredo to approve the Authority’s recommendation to remove Michelle Roussos from the Authority Board and advertise the vacancy. All were in favor. MOTION carried.  2. Chief Felchock is requesting to use $427.50 from the Police Wish Fund for hotel expenses while Officer Jones is attending the Blue Line K9 Training Conference. A MOTION was made by Gorman, seconded by Schweitzer to approve the Wish Fund Expenditure. All were in favor. MOTION carried. 3. Manager Dysard reported that Ott Consulting is recommending approval of payment requests #1 ($100,269.40) and #2 ($194,156.15) for Grace Industries (Messinger Street Culvert Project). A MOTION was made by Schweitzer, seconded by Fogel to approve the payment requests in the amount of $294,425.55. All were in favor. MOTION carried. 4. A MOTION was made by Bilotta, seconded by Gorman to approve the yearly Upper Mount Bethel Township/ Bangor Borough Inter-Municipal Softball Agreement for youth softball. All were in favor. MOTION carried. 5. Manager Dysard discussed the proposed third amendment to the existing BASD facility agreement for the park/stadium with Borough Council. After Council discussion it was decided that a meeting will be scheduled with the committee and school representatives to discuss items of concern and restrictions within the agreement. A MOTION was made by Schweitzer, second by Fogel to table the BASD Facility Agreement. All were in favor. MOTION carried. 6. Manager Dysard gave Council a brief update regarding the proposed regional Slate Belt Multi- Municipal Comprehensive Plan and answered questions. 7. Manager Dysard and Council continued their discussion regarding the PennDOT Highway Transfer Program. Ott Consulting provided new cost estimates for North Main Street. Mayor Kerzner and Council Member Schweitzer will investigate this further and provide a report to Council at the next meeting. COUNCIL COMMENTS 1. Council Member Fogel stated that the YMCA is having a fundraiser tomorrow night at The Slate Pub. 2. Junior Council Member Gutierrez commented that BAHS track and field is having their first meet on Thursday. 3. Junior Council Member Neetz commented that tickets are available this weekend for the BAHS production of Mamma Mia to support the theater program. 4. Mayor Kerzner performed her first wedding of the season. She also attended the Bangor School Board Meeting, Blight Tour, Hazard Mitigation Plan Meeting and the Slate Belt Comprehensive Plan Meeting. 5. Council President Kresge thanked Council Member Goffredo for contacting Kevin Strawn for an update on the Seventh Street Lighting issue. Mike Piersa advised Manager Dysard that the Quarry Hoist structure will be complete in August and the fence will be installed two months after the structure is complete. The Slate Belt Heritage Center has a Folk Art for the Slate Belt Exhibit on 4/7/19, which is also the opening of their season. The Electronics Recycling Day Event for Bangor Residents will be held on 4/6/19 from 9:00 a.m. to noon at the Borough Administrative Office. Council President Kresge is starting an Emergency Management Committee that includes himself, Michael Bilotta and Robert Engle. This committee will meet once a month. A MOTION was made by Goffredo, seconded by Gorman to approve Council President Kresge to attend the PSAB Conference in June and to be the voting delegate for Bangor Borough (this also includes being reimbursed for fees to attend the conference.) All were in favor. MOTION carried. ADJOURNMENT A MOTION to adjourn the meeting and go into Executive Session at 8:15 P.M. to discuss legal and personnel matters, with no action to follow was made by Schweitzer, seconded by Fogel.
