BANGOR BOROUGH COUNCIL MEETING
HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA
MINUTES NOVEMBER 28, 2022, 7:00 PM
CALL TO ORDER AND PLEDGE TO FLAG
ROLL CALL

ACTION ITEMS:
1. A MOTION to approve payment of the bills totaling $306,424.15 was made by Goffredo, seconded
by Augustine. All were in favor. MOTION carried.
2. A MOTION was made by Paulson, seconded by Donnelly to approve the Police Wish Fund
purchase request for a .22 caliber rifle that will be used to euthanize rabid/wounded animals within
the borough. All were in favor. MOTION carried.
3. Manager Reider reported that the Bangor Borough Authority is requesting a letter of support to
include with grant applications for improvements at the Wastewater Treatment Plant and
infrastructure improvements. A MOTION was made by Goffredo, seconded by Capone to approve
Manager Reider providing a letter of support to LVL Engineering from Borough Council to include
in the grant application for the Authority. All were in favor. MOTION carried.
4. Manager Reider reviewed the annual borough audit report with Council. A MOTION was made
by Capone, seconded by Schweitzer to accept the 2021 Borough Audit. All were in favor.
MOTION carried.
5. Manager Reider discussed the state required Act 57 Resolution with Council. Act 57 requires tax
collectors to waive additional charges under certain circumstances when taxpayers do not receive
tax notices. A MOTION was made by Donnelly, seconded by Capone to approve the Act 57
Resolution. All were in favor. MOTION carried.
6. A MOTION was made by Capone, seconded by Schweitzer to authorize advertisement of the 2023
proposed budgets. All were in favor. MOTION carried.
7. A MOTION to authorize advertisement of the 2023 Tax Ordinance #1002 was made by Goffredo,
seconded by Augustine. All were in favor. MOTION carried.
COUNCIL COMMENTS:
1. Chief Engle stated that there was a house fire, and the house will need to be reconstructed.
2. Mayor DeFranco reported that she received donations for eight trees for the first annual Christmas
kick off at the park on December 10th & 11th from 5:00 P.M. to 8:00 P.M.
3. Council Member Augustine questioned the time of the borough’s Christmas Tree Lighting.
Manager Reider stated that the lighting will be at 5:00 P.M. on December 4th and an Artisan &
Market event will be held on Broadway at 12:00 P.M. to 6:00 P.M. Mayor DeFranco commented
that Biker Santa Clause will be arriving at 5:00 P.M. at the tree lighting.
4. Council Member Schweitzer stated that members of the Bangor Borough Authority will be
attending the Roseto Sewer Authority Meeting on November 29th regarding the merger.
5. Council Member Capone commented that the park board met with the Slate Belt Volunteers and
answered their questions.
6. Manager Reider stated that Council has been invited to an open house event for 1 & 3 Broadway
on December 3rd at 3:00 P.M.
Manager Reider commented that a letter was received from the Park Board thanking the Borough
and Borough Council for supporting and sponsoring the 2022 events.
Manager Rider stated that there were two accidents (police and Public Works) reported and he is
in the process of filing the paperwork.
EXECUTIVE SESSION:
A MOTION to go into Executive Session at 7:38 P.M. to discuss Police and Public Works personnel and
legal matters with action to follow was made by Capone, seconded by Donnelly. All were in favor.
MOTION carried.
Open session was re-entered at 8:29 P.M. A MOTION was made by Augustine, seconded by Donnelly to
amend the Memorandum of Understanding with Chief Felchock as presented. All were in favor. MOTION
carried.
A MOTION was made by Capone, seconded by Augustine to approve the contract negotiated with the
Teamsters for the Public Works Department. All were in favor. MOTION carried.
ADJOURNMENT:
A MOTION to adjourn was made by Donnelly, seconded by Capone. All were in favor. MOTION carried.
The Bangor Borough Council Meeting adjourned at 8:34 P.M.
