BANGOR BOROUGH COUNCIL MEETING
HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA
MINUTES DECEMBER 19, 2022, 7:00 PM
CALL TO ORDER AND PLEDGE TO FLAG
ROLL CALL

ACTION ITEMS:
1. A MOTION was made by Donnelly, seconded by Augustine to approve the November 14, 2022,
and November 28, 2022, minutes. All were in favor. MOTION carried.
2. A MOTION to approve payment of the bills totaling $296,186.33 was made by Goffredo, seconded
by Schweitzer. All were in favor. MOTION carried.
3. A MOTION was made by Augustine, seconded by Donnelly to approve with regrets the
resignation of Ed Wojtkowski from the Planning Commission. All were in favor. MOTION
carried. Council President Kresge commented that Mr. Wojtkowski was a wonderful volunteer and
asset to the Planning Commission.
4. A MOTION was made by Goffredo, seconded by Augustine to approve with regrets the letter of
resignation from Bangor Police Chief Scott Felchock. All were in favor. MOTION carried.
Council President Kresge thanked Chief Felchock for his years of service and the police directives
that he implemented in the department.
5. Manager Reider reported that the Roseto Borough Sewer Authority is requesting a letter of support
to include with their PA Small Water and Sewer grant application. Council Member Schweitzer
updated Council on the recent Roseto Borough Sewer Authority meeting. A MOTION was made
by Schweitzer, seconded by Augustine to approve Manager Reider providing a letter of support
from Borough Council to include in their grant application. All were in favor. MOTION carried.
6. A MOTION to adopt the 2023 Borough and Authority/Sanitation final budgets was made by
Donnelly, seconded by Paulson. All were in favor. MOTION carried.
7. A MOTION to adopt the 2023 Tax Ordinance #1002 was made by Donnelly, seconded by
Goffredo. All were in favor. MOTION carried.
8. A MOTION to approve the 2023 Borough observed holiday calendar, 2023 Borough Council
meeting schedule (meetings starting at 6:30 P.M.), and Authority meeting schedule (no change),
was made by Schweitzer, seconded by Augustine. All were in favor. MOTION carried.
9. Manager Reider provided a list of the 2023 Board and Commission vacancies to Council.
COUNCIL COMMENTS:
1. Council Members Donnelly, Augustine, Goffredo and Paulson wished everyone a Merry Christmas
and Happy New Year.
2. Council Member Schweitzer complimented Mayor DeFranco and Council Members Donnelly and
Paulson for a job well done in 2022.
3. Council Member Paulson commented that she enjoyed being on Council this year and looks
forward to continuing these efforts in 2023.
4. Mayor DeFranco wished everyone a Merry Christmas and Happy New Year. Mayor DeFranco
also commented that she learned a lot this year and complimented her fellow Council Members and
Manager Reider on being supportive and working so hard for the borough.
5. Solicitor Ceraul wished everyone a Merry Christmas.
6. Manager Reider thanked Council for a great year and wished everyone a Merry Christmas and
Happy New Year. Manager Reider updated Council on the recent grant awards that the borough
received. Manager Reider acknowledged the prompt response of Officer Sylvester and Officer
Lillis during a recent incident involving a choking child.
7. Council President Kresge acknowledged Lionel Messi along with the Argentina soccer team for
winning the World Cup. Council President Kresge wished everyone a Merry Christmas.
EXECUTIVE SESSION:
A MOTION to go into Executive Session at 7:37 P.M. to discuss personnel matters regarding the police
department with possible action to follow was made by Donnelly, seconded by Schweitzer. All were in
favor. MOTION carried.
Open session was re-entered at 8:23 P.M. Council President Kresge stated that personnel matters involving
the police department were discussed and no action was to be taken.
ADJOURNMENT:
A MOTION to adjourn was made by Donnelly, seconded by Augustine. All were in favor. MOTION
carried. The Bangor Borough Council Meeting adjourned at 8:25 P.M.
