BANGOR BOROUGH COUNCIL MEETING
HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA
MINUTES JANUARY 9, 2023 - 6:30 PM
CALL TO ORDER AND PLEDGE TO FLAG
ROLL CALL

ACTION ITEMS:
1. A MOTION to approve the minutes dated December 19, 2022, was made by Goffredo, seconded
by Donnelly. All were in favor. MOTION carried.
2. The Tax Collector provided a 2022 per capita tax exoneration list to Council for their review. A
MOTION to approve the 2022 per capita exoneration list, per the borough tax collector was made
by Augustine, seconded by Capone. All were in favor. MOTION carried.
3. A MOTION to reappoint David Ceraul as Borough Solicitor, HRMM&L as Alternate Borough
Solicitor, Ott Consulting as Borough Engineer, LVL Engineering Group as Alternate Borough
Engineer, Barry Isett Associates as Code Enforcement/Building Inspection, Karasek Law Offices
as the Solicitor for the Zoning Hearing Board, Margle Law as the Authority Solicitor and LVL
Engineering Group as the Authority Engineer was made by Augustine, seconded by Capone. All
were in favor. MOTION carried.
4. A MOTION to reappoint Rosemarie Capone and Stephen Reider to the Slate Belt Rising Board
was made by Augustine, seconded by Donnelly. All were in favor. MOTION carried.
5. A MOTION to reappoint Rosemarie Capone to the Park Board was made by Augustine, seconded
by Goffredo. All were in favor. MOTION carried.
6. A NOMINATION to reappoint Marissa Donnelly to the Planning Commission was made by
Augustine. A NOMINATION to appoint Rick Fahrenkrug to the Planning Commission was made
by Paulson. A NOMINATION to appoint Joe Diorio to the Planning Commission was made by
Goffredo. Vote: Capone- Donnelly, Kresge- Donnelly, Goffredo-Donnelly, Augustine-Donnelly,
Donnelly-Donnelly, Paulson-Donnelly. Vote: 6-0, Donnelly (4-year term). Vote: Paulson-
Fahrenkrug, Capone-Diorio, Kresge-Fahrenkrug, Goffredo-Diorio, Augustine-Diorio, Donnelly-
Fahrenkrug, Mayor DeFranco-Fahrenkrug. Vote: 4-3, Fahrenkrug (term expires 12/31/2024).
7. A MOTION to reappoint James Kresge to the Authority Board was made by Augustine, seconded
by Capone. Kresge Abstained, MOTION carried.
8. A MOTION to reappoint Robert Rhodes as Emergency Management Coordinator was made by
Goffredo, seconded by Donnelly. All were in favor. MOTION carried.
9. A MOTION to reappoint Heather Major as Assistant Emergency Management Coordinator was
made by Augustine, seconded by Capone. All were in favor. MOTION carried.
10. Manager Reider stated that a letter was received from the Slate Belt Council of Governments asking
the borough to rejoin the COG. Reider commented that the COG has purchased equipment that
would be useful to the Borough & Authority (street sweeper, camera for sewer and stormwater).
Manager Reider is recommending that cost of the membership be split between the Borough and
Authority. A MOTION was made by Capone, seconded by Paulson to rejoin the COG, and split
the $1,400 fee between the Borough & Authority. Kresge, Nay - MOTION carried.
COUNCIL COMMENTS:
1. Brenda Valletta was present to discuss the 2022 per capita tax exoneration list with Council.
2. Council Members Paulson & Augustine wished everyone a Happy New Year.
3. Solicitor Ceraul thanked Manager Reider for his patience while he was feeling ill recently.
4. Manager Reider gave Council a grant update. Reider stated that the borough is in the process of
selling some of their unused vehicles (dump truck, police vehicle).
5. Council President Kresge would like Council to consider potential uses for Pennico Park in the
future and wished everyone a Happy New Year.
EXECUTIVE SESSION:
A MOTION to go into Executive Session at 7:41 P.M. to discuss personnel matters with action to follow
was made by Donnelly, seconded by Goffredo. All were in favor. MOTION carried.
Open session was re-entered at 8:34 P.M. Council President Kresge stated that personnel matters regarding
public works and the police department were discussed.
A MOTION to approve the Borough Manager drafting a letter of resolution in response to resolve the
grievances that were presented by the public works department was made by Goffredo, seconded by
Capone. All were in favor. MOTION carried.
A MOTION was made by Capone, seconded by Donnelly to approve the draft Officer in Charge job
description. All were in favor. MOTION carried.
ADJOURNMENT:
A MOTION to adjourn was made by Donnelly, seconded by Goffredo. All were in favor. MOTION
carried. The Bangor Borough Council Meeting adjourned at 8:37 P.M.
