BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES JUNE 26, 2023 - 6:30 PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: James W. Kresge Marissa Donnelly James Augustine Rosemarie Capone Barry G. Schweitzer Robert Goffredo, Sr. Joanna Paulson Others Present: Stephen M. Reider, Borough Manager David J. Ceraul, Esq., Solicitor Mary Ellen DeFranco, Mayor PUBLIC COMMENTS: 1. Dr. Bauer was present from Bangor Chiropractic to discuss with Council what he saw on Facebook regarding possibly closing Broadway for the Farmer’s Market. He is concerned about his patients accessing his business since most of them have canes and walkers. Manager Reider stated that the borough is still in the process of planning the Farmer’s Market. President Kresge asked Manager Reider to keep local businesses updated regarding upcoming borough events. 2. Sandy Antunes from Empire’s Coffee commented that the tables on Murray Street could be moved to the side to accommodate the Farmer’s Market. President Kresge stated that it would depend on the number of vendors but that would be an option. ACTION ITEMS: 1. A MOTION to approve payment of the bills totaling $283,865.67 was made by Donnelly, seconded by Capone. All were in favor. MOTION carried. 2. Manager Reider stated that representatives from Liberty Fire have come to Council in the past asking for the borough to apply for an LSA grant on their behalf to fund the completion of their wall project. Reider stated that his intent is to apply for an LSA grant for phase two for the construction of a new public works garage for an estimated amount of $850,000 to $1 million. Frank Cutter from Liberty Fire was present to continue his discussion with Council. A MOTION was made by Capone, seconded by Augustine to approve a Resolution for the borough to apply for an LSA Grant on behalf of Liberty Fire to not exceed the amount of $450,000. All were in favor. MOTION carried. A MOTION was made by Capone, seconded by Donnelly to approve a Resolution for the borough to apply for an LSA grant not to exceed $900,000 for a public works garage. All were in favor. MOTION carried. 3. Manager Reider stated that when the pool opened there were unexpected repairs with the pool pipes. A quote in the amount of $5,832.75 was obtained to have a stainless-steel pipe manufactured to help alleviate more stress on the pipe fittings that was caused by the pipe settling on the outside of the building. A MOTION was made by Donnelly, seconded by Capone to approve the purchase of a new stainless-steel pipe. All were in favor. MOTION carried.  4. Manager Reider stated that a preliminary/final subdivision and land development plan for a minor lot line adjustment at 129 and 147 North 11th Street has been submitted. The Bangor Borough Planning Commission has reviewed the project and recommends approval of the requested waivers as well as the preliminary/final plan. Ryan Dentith was present from Stateline Engineering to answer any questions from Council. A MOTION was made by Schweitzer, seconded by Capone to approve the requested waivers. All were in favor. MOTION carried. A MOTION was made by Goffredo, seconded by Capone to approve the conditional preliminary/final plan approval. All were in favor. MOTION carried. COUNCIL COMMENTS: 1. Chief Jones updated Council on the current Police Department activities. 2. Council Member Schweitzer addressed Council as the Authority Chairperson asking their opinion regarding sewage rates. Council President Kresge stated that the Authority billing structure should be updated but that action has to start with the Authority. 3. Council Member Goffredo thanked Manager Reider and Chief Jones on meeting with the Roseto Big Time committee and working on the security for the event. 4. Council Member Capone stated that the Splash Dance event and rain date had to be cancelled due to the weather. Rescheduling the event will be discussed at the next Park Board meeting. The Mission of Love ribbon cutting event will be held on June 29th at 11:00 a.m. 5. Solicitor Ceraul commended Authority Chairperson Schweitzer on his efforts regarding the Authority. Ceraul updated Council on the Ridge Road property. 6. Manager Reider stated that the food truck event downtown has been successful. 7. Assistant Fire Chief Albert stated that all the fire apparatus are in working order. Liberty Fire Company has their annual carnival on July 13th-15th. ADJOURNMENT: A MOTION to adjourn was made by Donnelly, seconded by Capone. All were in favor. MOTION carried. The Bangor Borough Council Meeting adjourned at 7:18 P.M.
