BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES JUNE 12, 2023 - 6:30 PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: James W. Kresge Marissa Donnelly James Augustine Rosemarie Capone Barry G. Schweitzer Robert Goffredo, Sr. Others Present: Stephen M. Reider, Borough Manager David J. Ceraul, Esq., Solicitor Mary Ellen DeFranco, Mayor Absent: Joanna Paulson PUBLIC COMMENTS: 1. Scott Zukowski and Theresa Ellis were present from 51 North First Street to continue their discussion from last meeting regarding the resident at 65 North First Street. Mr. Zukowski is inquiring about the Right-to-Know that he filed with the Bangor Police Department. Manager Reider stated that the Right-to-Know request was submitted to Bangor Borough and the borough does not hold police records. Chief Jones stated that when there are complaints, reports are made, and everything is documented. Chief Jones advised Mr. Zukowski to resubmit the Right-to-Know to Bangor Police and he will receive the information. 2. Adam Kulak and his mother were present from Ridge Road regarding a complaint that they filed with the Washington Township police department. They are claiming that the developer who is purchasing the incinerator site property is being disrespectful, and contractors are trespassing on adjoining properties. Council Member Schweitzer apologized for the conduct of the contractors and the developer will be made aware of the situation. ACTION ITEMS: 1. A MOTION to approve the minutes dated May 8, 2023, and May 22, 2023, was made by Capone, seconded by Goffredo. All were in favor. MOTION carried. 2. Chief Jones is requesting to use the funds from the sale of the old police vehicles to purchase new uniforms for the officers, patches and go bags for the police department. A MOTION was made by Capone, seconded by Donnelly to approve the use of the funds from the sale of the police vehicles to purchase uniforms, patches, and go bags with input provided by the department and final decision resting with Council. All were in favor. MOTION carried. 3. Reinaldo Rodriguez and the captain from the East Penn Raiders Football Team were present to discuss using the Bangor Memorial Park Stadium for their home games again this year. A MOTION was made by Donnelly, seconded by Augustine to allow the use of the stadium, and negotiate an agreement with the Borough Manager. All were in favor. MOTION carried. 4. A MOTION to appoint Rosemarie Capone to the Bangor Borough Authority Board was made by Schweitzer, seconded by Augustine. All were in favor. MOTION carried. COUNCIL COMMENTS: 1. Chief Jones updated Council on the current Police Department activities. 2. Mayor DeFranco thanked Mr. Rodriguez for attending the meeting and is excited for this season of East Penn Raiders football. 3. Council Member Donnelly stated that the Farmer’s Market will be returning to the borough on Broadway starting July, 12th. 4. Council Member Capone stated that the park board was disappointed with the attendance of this years Movie Night at the Park event. Ms. Capone feels that a lack of advertising might have been the reason. 5. Solicitor Ceraul updated Council on the Ridge Road property. 6. Manager Reider updated Council on the camera installation at the park and the upcoming downtown borough events. EXECUTIVE SESSION: A MOTION to go into Executive Session at 7:24 P.M. to discuss potential legal matters with no action to follow was made by Donnelly, seconded by Goffredo. All were in favor.
