BANGOR BOROUGH COUNCIL MEETING
HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA
MINUTES APRIL 8, 2024, 6:30 PM
CALL TO ORDER AND PLEDGE TO FLAG
ROLL CALL

PUBLIC COMMENT:
1. Pat Nicoletti was present from the Blue Valley Rescue Squad to request funding assistance for next
year.
ACTION ITEMS:
1. A MOTION to approve the minutes dated March 11, 2024 and March 25, 2024, was made by
Sperling, seconded by Donnelly. All were in favor. MOTION carried.
2. Manager Reider stated that a disabled parking sign application was received from 143 S.
Northampton Street as well as the supporting documentation. A MOTION was made by Capone,
seconded by Donnelly to approve the disabled parking sign application. All were in favor.
MOTION carried.
3. Manager Reider reported that the borough received an LSA grant to build a salt shed at the park.
Ott Engineering is preparing bid documents for the construction and Sourcewell will be providing
a proposal for construction and depending on the cost, bidding may be required. A MOTION was
made by Capone, seconded by Sperling to approve the salt shed bid advertisement, if needed. All
were in favor. MOTION carried.
4. A MOTION to waive the yard sale permit fee for the Memorial Day weekend community wide
yard sale held on May 24th to May 26th was made by Augustine, seconded by Capone. All were in
favor. MOTION carried.
5. Manager Reider stated that the Sewer Planning Module was discussed at a previous meeting and
Council had questions and requested clarification. Authority Engineer Michael Gable was present
to answer any questions/concerns as well as Terry DeGroot from Terraform Engineering. Council
Member Paulson and Mayor DeFranco voiced their questions/concerns regarding the sewer
planning module. A MOTION was made by Augustine, seconded by Sperling to approve the
Resolution so Patriots Square can include it with their Sewer Planning Module package to the DEP.
Vote: 5-1, Paulson-nay. MOTION carried.
6. Mayor DeFranco, Manager Reider and Council discussed the Bark in the Park event that was
requested at the prior Council meeting by Mayor DeFranco. A MOTION was made by Augustine,
seconded by Capone to approve waiving the rule to not have dogs in the park on a date to be
determined for a Bark in the Park event. All were in favor. MOTION carried.
COUNCIL COMMENTS:
1. Chief Engle updated Council on the recent fire department activities.
2. Chief Jones updated Council on the hiring dates of the full-time police officers.
3. Council Member Paulson commented that she has concerns for the borough regarding the Patriots
Square project. Paulson complimented Authority Chairperson Schweitzer on his communication
with Council regarding the Authority and thanked Engineer Michael Gable.
4. Council Member Donnelly stated that on April 27th there will be a Slate Belt Litter Clean-up event.
5. Manager Reider stated that the Slate Belt Heritage Center will be having a 25th Anniversary
Banquet on May 11th from 6-9 PM at the Elks.
Reider updated Council on the pool hiring and parking enforcement officer hiring process.
Reider stated that the 2023 borough audit has started, and he gave Council a grant update.
6. Assistant Fire Chief Albert voiced his concerns regarding a contractor recently having Broadway
closed. Manager Reider stated that when the borough receives PA One Calls the fire department
will be notified when there is a road closure.
ADJOURNMENT:
A MOTION to adjourn was made by Donnelly, seconded by Augustine. All were in favor. MOTION
carried. The Bangor Borough Council Meeting adjourned at 7:52 P.M.
