BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES APRIL 22, 2024, 6:30 PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: James W. Kresge James Augustine Marissa Donnelly Joanna Paulson Rosemarie Capone Marc Sperling Barry G. Schweitzer Others Present: Stephen Reider, Borough Manager David J. Ceraul, Esq., Solicitor Mary Ellen DeFranco, Mayor ACTION ITEMS: 1. A MOTION to approve payment of the bills totaling $281,720.80 was made by Paulson, seconded by Sperling. All were in favor. MOTION carried. 2. Manager Reider reported that in 2019 the borough was awarded CDBG funds for the installation of an accessibility ramp to enter the administration building. The costs have increased so the County recommended that another application be submitted. A MOTION was made by Donnelly, seconded by Capone to approve the CDBG grant resolution for construction of an accessibility ramp. All were in favor. MOTION carried. 3. Manager Reider stated that the borough applies for a CDBG grant every year for infrastructure improvements. A MOTION was made by Capone, seconded by Sperling to approve the CDBG grant resolution for road improvements and accessibility ramps along a section of North Main Street. All were in favor. MOTION carried. Council Member Paulson questioned the sidewalk at the corner of Broadway and Eisenhart. Manager Reider stated that this section would be a different funding source and he will research this request. 4. Manager Reider updated Council on the hiring efforts of the pool staff. Manager Reider and Council discussed pool hours and season passes. COUNCIL COMMENTS: 1. Mayor DeFranco stated that primary voting is tomorrow and encouraged everyone to come out and vote. 2. Council Member Sperling asked for an update on the splash pad at the pool. Manager Reider gave Council an update regarding the splash pad. 3. Council Member Capone gave Council a Park Board update. 4. Council Member Donnelly gave Council an update on the Slate Belt Litter Clean-up event. 5. Manager Reider gave Council a staff hiring update and stated that the borough audit has started. 6. Council President Kresge asked Manager Reider to give him a progress update for next meeting regarding the properties purchased by Huratiak Homes. 7. Chief Jones introduced new police officer, John Milkovits, to Council. ADJOURNMENT: A MOTION to adjourn was made by Sperling, seconded by Donnelly. All were in favor. MOTION carried.
